【摘要】："五位一體"行政審批中介服務模式是我國行政審批制度改革的一項創(chuàng)新舉措,在促進簡政放權、提高政府治理能力、推進現(xiàn)代市場體系建設、促進社會治理體系創(chuàng)新方面發(fā)揮著重要作用。但在實踐中也有需要進一步完善的方面。加快推進我國行政審批中介服務改革,應做到以下幾個方面:以社會治理理念為指導,推進行政審批中介服務治理主體的多元化;重整行政管理文化,做好行政審批中介服務改革的"軟件建設";依法規(guī)范行政審批中介服務;加快行政審批中介服務標準化建設;推進行政審批中介服務方式智能化創(chuàng)新;建立科學的績效評估標準;處理好頂層設計與地方創(chuàng)新的關系。
[Abstract]:The "five-in-one" mode of intermediary service for administrative examination and approval is an innovative measure in the reform of the administrative examination and approval system in China. It promotes the simplification of government power, the improvement of the government's ability to govern, and the construction of a modern market system. Promoting the innovation of social governance system plays an important role. But in practice, there are some aspects that need to be further improved. To speed up the reform of administrative examination and approval intermediary service in China, the following aspects should be achieved: guided by the concept of social governance, To promote the diversification of administrative examination and approval intermediary service governance body; to restructure the administrative management culture, to do a good job in the "software construction" of the administrative examination and approval intermediary service reform; to standardize the administrative examination and approval intermediary service according to law; to speed up the standardization construction of the administrative examination and approval intermediary service; Promote the intelligent innovation of administrative examination and approval intermediary service mode; establish scientific performance evaluation standard; deal with the relationship between top-level design and local innovation.
