【摘要】：正高校生均撥款是一個重要的經(jīng)費(fèi)分配指標(biāo),對高等教育事業(yè)的發(fā)展起著重要的導(dǎo)向作用,影響著高校的發(fā)展和財政資金使用的績效。現(xiàn)行生均撥款制度存在的問題生均撥款制度不夠合理�，F(xiàn)行生均撥款制度下,高校所得財政撥款的多少主要取決于計劃內(nèi)招生人數(shù)的多少。雖然考慮了不同層次學(xué)校和學(xué)科之間的差別,但是這種差別太小,缺乏有效分類
[Abstract]:The average allocation of funds for college students is an important allocation index of funds, which plays an important guiding role in the development of higher education.
