【摘要】：制度治黨是中國共產(chǎn)黨依靠黨章、黨規(guī)、黨紀有效規(guī)范黨內(nèi)事務和硬性約束黨員行為的治理過程。制度治黨是全面從嚴治黨的題中應有之義,有利于解決治黨失之于寬、失之于松、失之于軟的問題。新形勢下,制度治黨面臨著制度治權(quán)不甚理想、制度體系不夠完善、制度執(zhí)行較為乏力和制度績效無法持續(xù)發(fā)揮等問題。為此,必須進一步強化對黨內(nèi)權(quán)力的監(jiān)督制約,完善黨內(nèi)法規(guī)制度體系,提高黨內(nèi)法規(guī)制度執(zhí)行力,營造良好的制度文化氛圍。
[Abstract]:Institutional governance is a process in which the Communist Party of China relies on the Party Constitution, Party rules, and Party discipline to effectively regulate party affairs and rigidly restrain party members' behavior. Institutional governance of the Party is an integral part of the overall and strict administration of the Party, which is conducive to solving the problem of leniency in managing the Party. Under the new situation, the institutional governance of the Party is faced with the problems of imperfect institutional governance, imperfect institutional system, weak implementation of the system and unsustainable performance of the system, etc. In the new situation, the Party is faced with problems such as the lack of institutional governance, the imperfection of the institutional system, and the lack of sustained performance of the system. It is necessary to further strengthen the supervision and restriction of inner-party power, perfect the system of inner-party laws and regulations, improve the execution of inner-party laws and regulations, and create a good atmosphere of institutional culture.
