【摘要】：在脫貧攻堅戰(zhàn)的實施進程中,精準扶貧領域的貪污腐敗現(xiàn)象層出不窮�；谥醒爰o委對第一批重點督辦的九起扶貧領域典型案例分析,可以看出精準扶貧領域的腐敗現(xiàn)象呈現(xiàn)出涉及環(huán)節(jié)廣且形式多樣化、腐敗案件關聯(lián)性強且涉案金額大、腐敗群體基層化且社會影響惡劣的主要特點。通過對精準扶貧領域腐敗現(xiàn)象產(chǎn)生的原因,即扶貧開發(fā)資金管理環(huán)節(jié)存在漏洞、扶貧監(jiān)管督查機制不健全、社會轉軌條件下"權力尋租"、扶貧領域工作干部存在僥幸心理等進行分析,筆者指出完善精準扶貧的權力制約與監(jiān)督機制,規(guī)范精準扶貧資金動態(tài)管理機制,建立精準扶貧縱橫向結合的問責考評制度,強化精準扶貧工作違紀違法的預警教育機制,建構精準扶貧暢通便捷的群眾舉報渠道,夯實貧困村基層黨組織建設,是建構精準扶貧領域的腐敗預防機制主要路徑。
[Abstract]:In the process of implementing the battle against poverty, corruption in the field of precision poverty alleviation has been emerging in endlessly. Based on the analysis of nine typical cases in the field of poverty alleviation that the Central discipline Inspection Commission has conducted in the first batch of key supervision projects, It can be seen that corruption in the field of precision poverty alleviation shows a wide range of links and diversified forms, and corruption cases have strong relevance and large amounts of money involved. Through the causes of corruption in the field of precision poverty alleviation, that is, there are loopholes in the management of funds for poverty alleviation, the mechanism of supervision and supervision of poverty alleviation is not perfect. Under the condition of social transition, "power rent-seeking" and lucky psychology of cadres working in the field of poverty alleviation are analyzed. The author points out that the power restriction and supervision mechanism of precision poverty alleviation is improved, and the dynamic management mechanism of precision poverty alleviation funds is standardized. To establish a system of accountability and evaluation of the combination of precision poverty alleviation and vertical and horizontal orientation, strengthen the early warning and education mechanism of precision poverty alleviation work for violation of discipline and law, construct an accurate, smooth and convenient channel for reporting by the masses, and consolidate the building of grass-roots party organizations in poor villages. It is the main way to construct the corruption prevention mechanism in the field of precision poverty alleviation.
