【摘要】：近年來,政府績(jī)效管理已成為我國政府改革的方向,同時(shí)也是我國建設(shè)責(zé)任政府的核心環(huán)節(jié)。推進(jìn)政府績(jī)效管理既是黨和國家的一項(xiàng)重要戰(zhàn)略部署,也是我國建設(shè)創(chuàng)新型、服務(wù)型、法治型、廉潔型政府的必然趨勢(shì)。作為與外貿(mào)發(fā)展息息相關(guān)的行政執(zhí)法機(jī)關(guān),檢驗(yàn)檢疫部門承擔(dān)著服務(wù)對(duì)外經(jīng)濟(jì)貿(mào)易發(fā)展、保護(hù)人民群眾健康安全、促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展的神圣使命。因此,在出入境檢驗(yàn)檢疫局推行績(jī)效管理有利于促進(jìn)該單位職能的合理定位、提高其干部職工綜合素質(zhì)和工作積極性,為進(jìn)一步轉(zhuǎn)變職能、改進(jìn)作風(fēng)、提升執(zhí)法把關(guān)能力,為廣大人民群眾和進(jìn)出口企業(yè)提供更加便捷高效的服務(wù)創(chuàng)造良好的環(huán)境。為此,本文擬通過政府績(jī)效管理的相關(guān)理論,從天水出入境檢驗(yàn)檢疫局的實(shí)際出發(fā),對(duì)其績(jī)效管理現(xiàn)狀進(jìn)行調(diào)研和深入的剖析,診斷其存在的問題及不足,在對(duì)天水出入境檢驗(yàn)檢疫局構(gòu)建績(jī)效管理體系的必要性進(jìn)行論證的基礎(chǔ)上,有效借鑒和整合了國家質(zhì)檢總局、甘肅出入境檢驗(yàn)檢疫局相關(guān)績(jī)效考核的重點(diǎn),運(yùn)用平衡計(jì)分卡的理論及方法,從行政執(zhí)法、顧客、內(nèi)部流程管理、學(xué)習(xí)與成長四個(gè)維度對(duì)天水出入境檢驗(yàn)檢疫局績(jī)效管理體系的指標(biāo)進(jìn)行了構(gòu)建,以期設(shè)計(jì)出一套與西部欠發(fā)達(dá)地區(qū)基層檢驗(yàn)檢疫機(jī)構(gòu)管理現(xiàn)狀相適應(yīng)的績(jī)效管理體系,促進(jìn)天水出入境檢驗(yàn)檢疫事業(yè)的長足發(fā)展。
[Abstract]:In recent years, government performance management has become the direction of government reform in our country, and it is also the core link of building responsible government in our country. Promoting government performance management is not only an important strategic plan of the Party and the country, but also an innovative construction of our country. The inevitable trend of service-oriented, rule-of-law, and clean government. As an administrative law enforcement agency closely related to the development of foreign trade, inspection and quarantine departments undertake to serve the development of foreign economic and trade, and to protect the health and safety of the people. Therefore, the implementation of performance management in the Entry-Exit Inspection and Quarantine Bureau is conducive to promoting the rational orientation of the functions of the unit, improving the comprehensive quality and work enthusiasm of its cadres and workers, so as to further change its functions. To improve the style of work, enhance the ability of law enforcement and control, and create a good environment for the broad masses of the people and import and export enterprises to provide more convenient and efficient services. Therefore, this paper intends to pass the relevant theory of government performance management. Starting from the reality of Tianshui Entry-Exit Inspection and Quarantine Bureau, this paper investigates and analyzes the present situation of its performance management, and diagnoses its existing problems and shortcomings. On the basis of demonstrating the necessity of constructing the performance management system of Tianshui Entry-Exit Inspection and Quarantine Bureau, it effectively draws lessons from and integrates the key points of relevant performance appraisal of AQSIQ and Gansu Entry-Exit Inspection and Quarantine Bureau. Using the theory and method of balanced scorecard, this paper constructs the performance management system of Tianshui Entry-Exit Inspection and Quarantine Bureau from four dimensions: administrative enforcement, customer, internal process management, learning and growth. In order to design a set of performance management system adapted to the current situation of inspection and quarantine institutions in the underdeveloped areas of western China, it can promote the rapid development of entry and exit inspection and quarantine in Tianshui.
