【摘要】：隨著公眾對精神文化需求的不斷提高,文化服務(wù)作為人們生活需求的一部分已經(jīng)對服務(wù)型政府提出越來越高的要求。近年來我國公共文化服務(wù)運(yùn)行中政府職能雖在不斷提升,但不少方面依然發(fā)展滯后與不足,對此,研究政府對公共文化服務(wù)運(yùn)行的管理職能具有現(xiàn)實(shí)意義。根據(jù)重要性和可操作性原則,選取從政策制定、財(cái)政保障、人才建設(shè)和監(jiān)督管理這四個(gè)方面對公共文化服務(wù)運(yùn)行的管理職能進(jìn)行研究。本研究以中央要求公共文化服務(wù)不斷深化為背景,以滿足人民群眾基本文化需求為出發(fā)點(diǎn),通過政府職能對公共文化服務(wù)影響的相關(guān)理論回顧和借鑒,分析了揚(yáng)州市政府職能對揚(yáng)州市公共文化服務(wù)的作用機(jī)理,通過2013-2015年公共文化服務(wù)相關(guān)數(shù)據(jù)分析,闡述政府職能在公共文化服務(wù)運(yùn)行中發(fā)揮現(xiàn)狀,在此基礎(chǔ)上,指出政府職能在公共文化服務(wù)運(yùn)行過程中的發(fā)揮不足,并提出相關(guān)建議和對策�！笆濉逼陂g,揚(yáng)州市政府通過發(fā)揮政府職能在公共文化服務(wù)建設(shè)和運(yùn)行上取得較好的成績:公共文化服務(wù)體系日益完善,公共文化服務(wù)內(nèi)容不斷豐富,文化人才隊(duì)伍不斷壯大,文化治理能力有效提升等。研究結(jié)果表明:1.政府職能的發(fā)揮對公共文化服務(wù)運(yùn)行起著積極作用:(1)政府在政策制定和執(zhí)行上對公共文化服務(wù)運(yùn)行起著指導(dǎo)性作用。政府每出臺一個(gè)新的有關(guān)公共文化服務(wù)方面的文件,決定了公共文化服務(wù)的發(fā)展方向。(2)政府在財(cái)政投入和資金撥付上對公共文化服務(wù)運(yùn)行起著關(guān)鍵性作用。揚(yáng)州市每年文化事業(yè)財(cái)政撥款接近20%的增長速度為公共文化服務(wù)運(yùn)行提供的重要保障。(3)政府監(jiān)管是公共文化服務(wù)良性運(yùn)行的必要保證。(4)政府在人才引進(jìn)和培養(yǎng)上對公共文化服務(wù)運(yùn)行起著決定性作用。2.政府職能的缺失或發(fā)揮不到位在一定程度上阻礙了公共文化服務(wù)運(yùn)行的發(fā)展。當(dāng)前在文化服務(wù)運(yùn)行過程中,還存在以下現(xiàn)象:1.基礎(chǔ)設(shè)施不均。2.財(cái)政投入不足。3.績效考核體系有待細(xì)化。4.人才隊(duì)伍層次不合理等。這些方面在一定程度上影響了揚(yáng)州市公共文化服務(wù)的平穩(wěn)運(yùn)行。根據(jù)原因理論分析與研究結(jié)果,本文提出相關(guān)建議與對策:1.推進(jìn)基礎(chǔ)設(shè)施基礎(chǔ)化建設(shè)。2.建立多渠道資金渠道。3.完善績效考核機(jī)制。4.優(yōu)化人才隊(duì)伍等。
[Abstract]:With the continuous improvement of the public's demand for spiritual culture, as a part of people's living needs, cultural service has put forward more and more high requirements to the service-oriented government. In recent years, government functions in the operation of public cultural services in China have been continuously improved. However, many aspects are still lagging behind and insufficient. Therefore, it is of practical significance to study the management function of the government on the operation of public cultural services. According to the principles of importance and maneuverability, this paper selects policy making, financial guarantee, and so on. The four aspects of talent construction and supervision and management have studied the management functions of the operation of public cultural services. This study is based on the background of the central authorities' request for the deepening of public cultural services and the satisfaction of the basic cultural needs of the people. By reviewing and drawing lessons from the relevant theories of the influence of government functions on public cultural services, this paper analyzes the mechanism of Yangzhou municipal government's functions on public cultural services in Yangzhou, and analyzes the relevant data of public cultural services from 2013 to 2015. This paper expounds the present situation of government functions in the operation of public cultural services, on the basis of which, points out the insufficiency of government functions in the operation of public cultural services, and puts forward some relevant suggestions and countermeasures during the 12th Five-Year Plan period. The Yangzhou Municipal Government has made good achievements in the construction and operation of public cultural services by giving full play to government functions: the public cultural service system has become increasingly perfect, the contents of public cultural services have been constantly enriched, and the ranks of cultural talents have been growing. The research results show that the function of government plays an active role in the operation of public cultural services.) the government plays a guiding role in the formulation and implementation of policies for the operation of public cultural services. Every time the government publishes a new document on public cultural services, The government plays a key role in the operation of public cultural services in terms of financial input and fund allocation. The annual growth rate of the financial allocation for cultural undertakings in Yangzhou is close to 20% for public documents. Government supervision is the necessary guarantee for the benign operation of public cultural services.) the government plays a decisive role in the introduction and cultivation of talents to the operation of public cultural services. To a certain extent, it hinders the development of the operation of public cultural services. There are also the following phenomena: 1. Uneven infrastructure. 2. Inadequate financial investment. 3.The performance appraisal system needs to be refined .4.The level of talent ranks is unreasonable. These aspects affect the smooth transportation of public cultural services in Yangzhou to a certain extent. According to the reason theory analysis and research results, This paper puts forward relevant suggestions and countermeasures: 1.Promoting infrastructure infrastructure infrastructure construction. Establishing multi-channel funding channels .3.perfecting performance appraisal mechanism .4.optimizing talent team.
