【摘要】：本文從企業(yè)群體性敗德這一視角出發(fā),探討藥品集中采購(gòu)績(jī)效低下的原因以及可行的改進(jìn)措施。研究表明,片面追求低價(jià)格的原有招標(biāo)模式本身存在的缺陷以及相應(yīng)出現(xiàn)的正向激勵(lì)不足,是藥品集中采購(gòu)制度失效的根本原因。相比之下,價(jià)格與質(zhì)量并重的雙信封制是更加合理、有效的集中采購(gòu)模式。當(dāng)然,在推廣雙信封制時(shí),必須同時(shí)完善與實(shí)施質(zhì)量審核、資質(zhì)評(píng)定、信息公開(kāi)、監(jiān)管執(zhí)法、創(chuàng)新補(bǔ)貼等配套制度與措施。特別地,設(shè)置價(jià)格下限、質(zhì)量分層招標(biāo)等舉措有助于抑制企業(yè)可能采取的敗德行為、增強(qiáng)其在規(guī)范生產(chǎn)經(jīng)營(yíng)與增加創(chuàng)新投入方面的激勵(lì),從而切實(shí)提高藥品集中采購(gòu)績(jī)效、保證其作用得到充分發(fā)揮。
[Abstract]:This paper discusses the reasons for the low performance of centralized drug procurement and the feasible improvement measures from the point of view of corporate group failure. The defects of the original bidding mode of one-sided pursuit of low price and the corresponding lack of positive incentives are the fundamental reasons for the failure of the centralized drug purchasing system. In contrast, the two-envelope system with equal emphasis on price and quality is more reasonable. Effective centralized purchasing mode. Of course, in promoting the double envelopes system, we must simultaneously improve and implement the supporting systems and measures such as quality audit, qualification evaluation, information disclosure, supervision and enforcement, innovation subsidies, etc. In particular, set the lower price limit. The measures such as quality stratified bidding will help to restrain the possible demoralization behavior of enterprises, strengthen their incentives in standardizing production and management and increasing innovation input, so as to effectively improve the performance of centralized drug procurement and ensure that its role is brought into full play.
