【摘要】：國(guó)家中醫(yī)藥管理局在全國(guó)31個(gè)省(直轄市、自治區(qū))建立了中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行動(dòng)態(tài)監(jiān)控平臺(tái),已基本形成國(guó)家級(jí)、省級(jí)、基層單位三級(jí)統(tǒng)一的中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行信息監(jiān)控體系。能夠動(dòng)態(tài)、準(zhǔn)確、高效、實(shí)時(shí)收集、分析和監(jiān)控項(xiàng)目承擔(dān)單位的中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行情況,提高了中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行的精細(xì)化、科學(xué)化的管理水平。根據(jù)財(cái)政部、國(guó)家中醫(yī)藥管理局等管理部門提出的“加強(qiáng)中醫(yī)藥項(xiàng)目執(zhí)行管理,提高項(xiàng)目執(zhí)行規(guī)范化水平,充分發(fā)揮財(cái)政資金使用效益”的管理原則與要求;基于目前預(yù)算執(zhí)行監(jiān)控體系,而預(yù)算執(zhí)行情況尚未有評(píng)價(jià)、反饋機(jī)制,所以中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行全過(guò)程的績(jī)效考核機(jī)制亟待建立。目的:研究規(guī)劃中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行績(jī)效考核信息平臺(tái)的整體框架,明確指導(dǎo)思想和規(guī)劃原則,建立中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行績(jī)效考核信息系統(tǒng),構(gòu)建績(jī)效考核信息平臺(tái)和支撐體系,對(duì)信息平臺(tái)進(jìn)行詳細(xì)研究設(shè)計(jì),確定各部分的具體內(nèi)容,為構(gòu)建中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行績(jī)效信息平臺(tái)提供具體可參考的模型。方法:通過(guò)文獻(xiàn)研究法了解和掌握國(guó)內(nèi)外衛(wèi)生行業(yè)、政府部門關(guān)于項(xiàng)目績(jī)效考核的形式和內(nèi)容的研究;通過(guò)專家咨詢法,征求績(jī)效指標(biāo)體系、標(biāo)準(zhǔn)體系構(gòu)建的意見,并完善各體系內(nèi)容;以系統(tǒng)方法,結(jié)合軟件工程的思想,設(shè)計(jì)中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行績(jī)效考核信息系統(tǒng)和全國(guó)中醫(yī)藥項(xiàng)目績(jī)效考核專家APP系統(tǒng)架構(gòu)和功能。結(jié)果:(1)研究規(guī)劃了中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行績(jī)效考核信息平臺(tái)的主要內(nèi)容,以技術(shù)平臺(tái)為主體,支撐體系為保障;(2)技術(shù)平臺(tái)設(shè)計(jì),包含中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行績(jī)效考核信息系統(tǒng)和全國(guó)中醫(yī)藥項(xiàng)目績(jī)效考核專家APP系統(tǒng)需求分析與總體設(shè)計(jì),以及安全體系的設(shè)計(jì);(3)支撐體系設(shè)計(jì),研究設(shè)計(jì)了以組織管理體系、團(tuán)隊(duì)建設(shè)、運(yùn)維管理和基礎(chǔ)設(shè)施配套等方面內(nèi)容;結(jié)論:應(yīng)用標(biāo)準(zhǔn)化原理和信息工程理論與方法來(lái)規(guī)劃設(shè)計(jì)了中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行績(jī)效考核信息平臺(tái),構(gòu)建了信息平臺(tái)的模型,對(duì)于在全國(guó)范圍內(nèi)信息平臺(tái)的建設(shè)具有指導(dǎo)意義,提高了中醫(yī)藥項(xiàng)目預(yù)算執(zhí)行績(jī)效考核工作的效率,提升了績(jī)效考核的水平,對(duì)中醫(yī)藥項(xiàng)目的預(yù)算管理起到了有力的推進(jìn)作用。
[Abstract]:The State Administration of traditional Chinese Medicine has established a dynamic monitoring platform for the budget implementation of Chinese medicine projects in 31 provinces (municipalities and autonomous regions directly under the Central Government), which has basically formed a national and provincial level. A three-level unified information monitoring system for the budget implementation of Chinese medicine projects in grass-roots units. It is able to collect, analyze and monitor the budget implementation of traditional Chinese medicine projects in units that undertake projects in a dynamic, accurate, efficient and real-time manner. According to the proposal of the Ministry of Finance, the State Administration of traditional Chinese Medicine and other administrative departments, "strengthening the execution management of traditional Chinese medicine projects and improving the standard level of project execution," The management principles and requirements of giving full play to the efficiency of the use of financial funds; based on the current monitoring and control system of budget implementation, which has not yet been evaluated and feedback mechanism, Therefore, it is urgent to establish the performance appraisal mechanism in the whole process of budget execution of traditional Chinese medicine projects. Objective: to study the overall framework of the information platform for the performance evaluation of the budget implementation of traditional Chinese medicine projects, and to clarify the guiding ideology and planning principles. Establish the performance appraisal information system of budget execution of traditional Chinese medicine project, construct the information platform and supporting system of performance appraisal, carry on the detailed research and design to the information platform, determine the concrete content of each part, Methods: through literature research to understand and master the health industry at home and abroad, government departments on the form and content of project performance evaluation; Through the method of expert consultation, the opinions of the performance index system and the standard system are solicited, and the contents of each system are improved, and the system method is combined with the idea of software engineering. The framework and function of the performance evaluation information system for the budget execution of traditional Chinese medicine project and the performance appraisal expert of the national traditional Chinese medicine project are designed. Results: 1) the main contents of the information platform for the performance appraisal of the budget implementation of the traditional Chinese medicine project are studied and planned. The design of technical platform is based on technology platform and support system. It includes the requirement analysis and overall design of Chinese medicine project budget execution performance appraisal information system and national Chinese medicine project performance appraisal expert APP system. And the design of security system support system design, research and design to the organizational management system, team building, operation and maintenance management and infrastructure supporting and other aspects of the content; Conclusion: applying the standardization principle and information engineering theory and method to plan and design the information platform for the performance evaluation of the budget execution of traditional Chinese medicine project, the model of the information platform is constructed, which has the guiding significance for the construction of the information platform in the whole country. It improves the efficiency of performance appraisal of Chinese medicine project budget execution, improves the level of performance appraisal, and plays a powerful role in promoting the budget management of traditional Chinese medicine project.
