【摘要】：政府績(jī)效評(píng)估是我國(guó)推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化的必然要求。通過(guò)梳理黨的十八大以來(lái)我國(guó)政府績(jī)效評(píng)估指標(biāo)研究的相關(guān)文獻(xiàn)發(fā)現(xiàn):該領(lǐng)域研究整體已從理論闡釋層面步入實(shí)踐應(yīng)用層面,學(xué)術(shù)界在政府綜合性整體績(jī)效評(píng)估、政府對(duì)外職能管理績(jī)效評(píng)估、政府內(nèi)部管理績(jī)效評(píng)估等方面均進(jìn)行了諸多有實(shí)踐意義的探索,在公共服務(wù)等政府對(duì)外職能管理領(lǐng)域的指標(biāo)構(gòu)建中取得了尤為顯著的研究進(jìn)展。但是目前的研究偏重于單一的外部視角,缺乏整體視角和內(nèi)部視角,另外部分研究成果也缺乏足夠的說(shuō)服力,這都有待進(jìn)一步的改進(jìn)和完善。
[Abstract]:Government performance evaluation is an inevitable requirement for our country to promote the modernization of national governance system and governance ability. Through combing the relevant literature on the research of government performance evaluation index since the 18 Congress of the CPC, it is found that the whole research in this field has been completed. From the theoretical interpretation level to the practical application level, The academic circles have carried on a lot of practical and meaningful explorations in the aspects of the government comprehensive overall performance evaluation, the government external function management performance appraisal, the government internal management performance appraisal and so on. In the field of government external function management, such as public service, the research has made a particularly significant progress, but the current research focus on a single external perspective, lack of overall perspective and internal perspective, In addition, some of the research results are not convincing enough, which need to be further improved and improved.
