【摘要】：跨縣域公共服務(wù)合作治理是促進(jìn)區(qū)域公共服務(wù)均等化,推進(jìn)地方治理能力現(xiàn)代化的必然選擇。浙江"五水共治"可視為它的一個(gè)縮影,以浙江治水為研究樣本,闡述了跨縣域整體聯(lián)動(dòng)治水的實(shí)踐經(jīng)驗(yàn);歸納出跨縣域公共服務(wù)合作治理面臨可持續(xù)性不足、政府間利益博弈、政企民協(xié)同乏力、法制根基薄弱等四重挑戰(zhàn);依循整體性治理理論的分析框架,探討了跨縣域公共服務(wù)合作治理的行動(dòng)邏輯,通過加強(qiáng)治理主體間的協(xié)調(diào)與整合、構(gòu)建復(fù)合型治理模式、推動(dòng)法制化進(jìn)程、完善績(jī)效考核體系、借助信息技術(shù)等舉措,提升跨縣域公共服務(wù)合作治理的實(shí)效。
[Abstract]:Cross-county cooperative governance of public services is an inevitable choice to promote the equalization of regional public services and to promote the modernization of local governance capacity. This paper expounds the practical experience of the integrated management of the water across the county area, and concludes four challenges, such as the lack of sustainability, the benefit game between the governments, the weak coordination between the government, the enterprise and the people, the weak foundation of the legal system, and so on. According to the analysis frame of holistic governance theory, this paper discusses the action logic of cooperative governance of cross-county public service. By strengthening the coordination and integration among the main bodies of governance, it constructs a compound governance model and promotes the process of legalization. Improve the performance appraisal system, with the help of information technology and other measures to improve the effectiveness of cross-county public service governance.
