【摘要】：黨的十八大以來(lái),我國(guó)進(jìn)入全面深化改革的關(guān)鍵時(shí)期,同時(shí)又是人民內(nèi)部矛盾凸顯、刑事犯罪高發(fā)、治安問(wèn)題復(fù)雜的時(shí)期。隨著城市化進(jìn)程的加快,以及當(dāng)前經(jīng)濟(jì)社會(huì)發(fā)展新常態(tài)下,社會(huì)需求結(jié)構(gòu)、社會(huì)心態(tài)、社會(huì)問(wèn)題出現(xiàn)了很多新的特點(diǎn),對(duì)社會(huì)治安防控體系的建設(shè)提出了更高要求。在此形勢(shì)下,黨中央、國(guó)務(wù)院對(duì)全國(guó)社會(huì)治安防控體系建設(shè)工作進(jìn)行了全面的部署推進(jìn),社會(huì)治安防控體系建設(shè)成為平安中國(guó)和法治中國(guó)建設(shè)的一個(gè)重要組成部分。如何貫徹落實(shí)中央決策部署,加強(qiáng)新時(shí)期縣域社會(huì)治安防控體系建設(shè)已經(jīng)成為社會(huì)研究的一項(xiàng)重要課題。海門(mén)市作為長(zhǎng)三角地區(qū)的一個(gè)沿�？h級(jí)市,走在改革開(kāi)放與現(xiàn)代化建設(shè)的前沿,社會(huì)治安形勢(shì)呈現(xiàn)出外來(lái)人口不斷增多、侵財(cái)類案件占主要比重、利益群體集中、網(wǎng)絡(luò)管控難度加大等突出特點(diǎn),對(duì)提升社會(huì)治安防控體系建設(shè)水平提出了現(xiàn)實(shí)需求。本文以完善海門(mén)市社會(huì)治安防控體系建設(shè)為目標(biāo),主要采用文獻(xiàn)研究法、訪談法、調(diào)查分析法和比較分析法等方法,認(rèn)真研究海門(mén)市社會(huì)治安防控體系建設(shè)現(xiàn)狀,查找分析工作中存在的不足,研究提出相應(yīng)的優(yōu)化措施。首先,通過(guò)查閱社會(huì)治安防控體系方面的書(shū)籍、資料,對(duì)社會(huì)治安防控體系的概念、構(gòu)成要素、建設(shè)原則和涉及的公共安全、環(huán)境預(yù)防、社會(huì)治理、服務(wù)型政府等相關(guān)理論進(jìn)行了梳理、提煉。其次,在回顧我國(guó)社會(huì)治安防控體系建設(shè)發(fā)展歷程的基礎(chǔ)上,通過(guò)調(diào)研統(tǒng)計(jì)工作資料和量化數(shù)據(jù),對(duì)海門(mén)市當(dāng)前面臨的社會(huì)治安形勢(shì)進(jìn)行了研判,對(duì)海門(mén)市治安防控力量配備、防控措施、制度建設(shè)等方面的工作經(jīng)驗(yàn)及其成效進(jìn)行了總結(jié)分析,并詳細(xì)剖析其存在問(wèn)題,為優(yōu)化海門(mén)市社會(huì)治安防控體系建設(shè)提供基礎(chǔ)。再次,分析研究美國(guó)、日本、新加坡三個(gè)發(fā)達(dá)國(guó)家和國(guó)內(nèi)同樣處于長(zhǎng)三角地區(qū)的上海市黃浦區(qū)、杭州市、嘉興市海鹽縣三個(gè)地區(qū)的社會(huì)治安防控體系建設(shè)優(yōu)秀經(jīng)驗(yàn)和成功做法,為完善海門(mén)市社會(huì)治安防控體系建設(shè)提供借鑒。最后,探索提出三個(gè)方面、十二項(xiàng)完善社會(huì)治安防控體系的具體對(duì)策、措施,為構(gòu)建適合海門(mén)經(jīng)濟(jì)社會(huì)發(fā)展的更系統(tǒng)、更全面的社會(huì)治安防控體系,提升維護(hù)社會(huì)和諧穩(wěn)定的能力水平提供了新的思路。一是樹(shù)立科學(xué)的社會(huì)治安防控體系建設(shè)理念,包括樹(shù)立統(tǒng)籌規(guī)劃與長(zhǎng)遠(yuǎn)發(fā)展理念、樹(shù)立齊抓共管與社會(huì)共治理念、樹(shù)立預(yù)防為先與主動(dòng)服務(wù)理念;二是創(chuàng)新社會(huì)治安防控的方法手段,做到專業(yè)化、合成化、社會(huì)化、網(wǎng)格化、信息化、法治化;三是完善社會(huì)治安防控的運(yùn)作機(jī)制,形成規(guī)范的分析研判機(jī)制、科學(xué)的績(jī)效考評(píng)機(jī)制、多元的經(jīng)費(fèi)保障機(jī)制。
[Abstract]:Since the 18 National Congress of the Communist Party of China, China has entered a critical period of comprehensive deepening of reform. At the same time, it is also a period of prominent contradictions among the people, a high incidence of criminal crimes, and complex public security problems. With the acceleration of the urbanization process, And under the new normal state of economic and social development, many new features have emerged in the structure of social demand, social mentality, and social problems, which have put forward higher requirements for the construction of a system of prevention and control of social security. Under this situation, the Party Central Committee, The State Council has made comprehensive arrangements to promote the construction of the national public security prevention and control system, which has become an important part of the construction of a peaceful China and a China governed by law. As a coastal county city in the Yangtze River Delta region, Haimen City, as a coastal county city in the Yangtze River Delta region, is at the forefront of reform, opening up and modernization. The social security situation shows the outstanding characteristics of the increasing number of foreign population, the main proportion of cases of invading property, the concentration of interest groups, the increasing difficulty of network management and control, and so on. This paper aims at perfecting the construction of prevention and control system of social security in Haimen city, mainly adopts the methods of literature research, interview, investigation and comparative analysis, etc. Seriously study the present situation of the construction of the prevention and control system of social security in Haimen City, find out the shortcomings in the analysis work, study and put forward the corresponding optimization measures. First, by consulting books and materials on the prevention and control system of social security, The concept, constituent elements, construction principles and related theories of public safety, environmental prevention, social governance, service-oriented government and other related theories of social security prevention and control system are combed and refined. On the basis of reviewing the development course of the construction of the prevention and control system of social security in our country, through the investigation and statistics data and quantitative data, this paper makes a study and judgement of the current social security situation in Haimen City, and equips the public security prevention and control forces in Haimen City. This paper summarizes and analyzes the working experience and results of prevention and control measures, system construction and so on, and analyzes the existing problems in detail, which provides the basis for optimizing the construction of the prevention and control system of public security in Haimen City. Thirdly, it analyzes and studies the United States, Japan, The excellent experiences and successful practices in the construction of the social security prevention and control system in the three developed countries of Singapore and in Shanghai Huangpu District, Hangzhou City and Haiyan County, Jiaxing City, which are also located in the Yangtze River Delta region, In order to perfect the construction of the prevention and control system of the social security in Haimen City, this paper provides a reference. Finally, it explores and puts forward three aspects, 12 concrete countermeasures and measures to perfect the prevention and control system of social security, in order to build a more systematic system suitable for the economic and social development of Haimen. A more comprehensive system of prevention and control of social security provides a new way of thinking to enhance the ability to maintain social harmony and stability. One is to establish a scientific concept of building a system of prevention and control of social security, including the concept of overall planning and long-term development. The second is to innovate the methods and means of social security prevention and control, so as to be specialized, synthetic, socialized, gridded, informationized and governed by law. The third is to perfect the operation mechanism of social security prevention and control, to form a standardized analysis and judgment mechanism, a scientific performance appraisal mechanism, and a pluralistic fund guarantee mechanism.
