【摘要】：近年來,隨著國家對高等教育事業(yè)投入的不斷加大,我國高校基本科研業(yè)務(wù)費(fèi)專項(xiàng)資金投入也不斷增加。而高校對這部分專項(xiàng)資金的使用和管理普遍存在問題,導(dǎo)致資金使用效率低下。本文基于調(diào)查問卷分析了高�；究蒲袠I(yè)務(wù)費(fèi)專項(xiàng)資金的管理和使用現(xiàn)狀及績效影響因素,在此基礎(chǔ)上構(gòu)建了績效評價指標(biāo)并計(jì)算了指標(biāo)權(quán)重,最后引入模糊綜合評價法對高校基本科研業(yè)務(wù)費(fèi)專項(xiàng)資金的績效進(jìn)行了評價,旨在為高�；究蒲袠I(yè)務(wù)費(fèi)專項(xiàng)資金績效管理提供借鑒。
[Abstract]:In recent years, with the continuous increase of the national investment in higher education, the special investment of basic scientific research business expenses in colleges and universities in our country is also increasing, and the use and management of this part of special funds in colleges and universities generally exist problems. Based on the questionnaire, this paper analyzes the management and use of special funds for basic scientific research in colleges and universities, as well as the factors affecting their performance. On this basis, the performance evaluation index is constructed and the index weight is calculated. Finally, the fuzzy comprehensive evaluation method is introduced to evaluate the performance of the special fund for basic scientific research business expenses in colleges and universities. The purpose of this paper is to provide reference for the performance management of the special fund for the basic scientific research business expenses in colleges and universities.

【正文快照】： 一、引言為了提高在校學(xué)生的自主創(chuàng)新能力及在校青年教師的科研能力,財(cái)政部2008年試點(diǎn)設(shè)立了高�；究蒲袠I(yè)務(wù)費(fèi)專項(xiàng)資金(簡稱“高校基本科研專項(xiàng)資金”),用以資助高校在校師生的科研工作。2009年財(cái)政部正式在全國92所部屬高校投入基本科研專項(xiàng)資金,并頒布了相應(yīng)的管理辦法。
