工程造價咨詢企業(yè)開展PPP項(xiàng)目咨詢業(yè)務(wù)流程再造研究

【摘要】:政府和社會資本合作(PPP)模式在我國公用事業(yè)供給和基礎(chǔ)設(shè)施建設(shè)領(lǐng)域的應(yīng)用方興未艾。但實(shí)踐中發(fā)現(xiàn)PPP項(xiàng)目咨詢需求模糊、咨詢成果模板化傾向突顯、項(xiàng)目造價管理方法難覓等現(xiàn)實(shí)問題,影響了PPP項(xiàng)目目標(biāo)達(dá)成及其績效表現(xiàn)。圍繞上述問題,本研究以業(yè)務(wù)流程再造理論為基礎(chǔ),探討工程造價咨詢企業(yè)參與PPP項(xiàng)目咨詢的可行性及實(shí)現(xiàn)路徑問題。本研究的主要結(jié)論及研究過程、方法如下:(1)我國的PPP項(xiàng)目需要與之特點(diǎn)相匹配的咨詢服務(wù)。本研究基于交易成本理論并通過文獻(xiàn)研究及質(zhì)性材料分析,認(rèn)識到需要為現(xiàn)階段我國采用PPP模式推進(jìn)的公用事業(yè)或基礎(chǔ)設(shè)施建設(shè)項(xiàng)目提供與之相匹配的咨詢服務(wù)。(2)工程造價咨詢企業(yè)應(yīng)為PPP項(xiàng)目提供全生命周期咨詢服務(wù)。本研究通過對我國45個縣市及地區(qū)、87位受訪者的半結(jié)構(gòu)化實(shí)地訪談,發(fā)現(xiàn)我國現(xiàn)階段的PPP項(xiàng)目需要的是以工程造價管理為核心的全生命周期咨詢服務(wù)。基于PEST、SWOT、諾蘭·諾頓模型分析,可知我國工程造價咨詢企業(yè)調(diào)整企業(yè)戰(zhàn)略以開展PPP項(xiàng)目全生命周期咨詢服務(wù)的環(huán)境已成熟、必要性已突顯、可行性已具備。(3)構(gòu)建了工程造價咨詢企業(yè)面向PPP項(xiàng)目的全生命周期咨詢業(yè)務(wù)流程。本研究基于業(yè)務(wù)流程再造理論并通過項(xiàng)目管理的視角,從模塊化服務(wù)的觀點(diǎn)出發(fā)通過與傳統(tǒng)的全過程造價咨詢業(yè)務(wù)對比分析以獲得全生命周期咨詢服務(wù)的新增流程;進(jìn)而從ESIA模型所強(qiáng)調(diào)的業(yè)務(wù)流程價值增值的角度出發(fā),在傳統(tǒng)的全過程造價咨詢業(yè)務(wù)流程基礎(chǔ)上執(zhí)行流程再造,得到PPP項(xiàng)目全生命周期咨詢服務(wù)業(yè)務(wù)流程。(4)構(gòu)建了新業(yè)務(wù)流程的支撐環(huán)境。在得到了全新業(yè)務(wù)流程后本研究進(jìn)一步給出了業(yè)務(wù)流程支撐環(huán)境的構(gòu)建路徑和方法,并具象為業(yè)務(wù)流程的兩個“使能器”——基于新業(yè)務(wù)的流程執(zhí)行小組、基于BIM技術(shù)的PPP項(xiàng)目全生命周期信息系統(tǒng)。上述研究包含了兩方面的創(chuàng)新:其一是基于交易成本理論并通過質(zhì)性材料分析的方式明確了我國PPP項(xiàng)目對咨詢服務(wù)的需求,突顯了咨詢服務(wù)業(yè)在工程項(xiàng)目中提供信息救濟(jì)、控制交易成本的重要作用;其二是給出了適配于我國工程造價咨詢企業(yè)的PPP項(xiàng)目全生命周期咨詢業(yè)務(wù)流程及其支撐環(huán)境,在填補(bǔ)我國工程咨詢行業(yè)業(yè)務(wù)空白的同時為工程造價咨詢企業(yè)響應(yīng)供給側(cè)結(jié)構(gòu)性改革號召做出貢獻(xiàn)。通過本研究,以期能夠有效支持我國工程造價咨詢企業(yè)開展具體業(yè)務(wù)實(shí)操、促進(jìn)我國優(yōu)質(zhì)PPP項(xiàng)目的實(shí)際落地實(shí)施。
[Abstract]:The application of government and social capital cooperation in the field of public utility supply and infrastructure construction is in the ascendant in China, but in practice, it is found that the consulting demand of PPP project is vague. The tendency of formalization of consulting results highlights that the project cost management methods are difficult to find and affect the achievement of PPP project objectives and their performance performance. Around the above issues, this study is based on the theory of business process reengineering (BPR). This paper discusses the feasibility and realization path of engineering cost consulting enterprises participating in PPP project consultation. The main conclusions and research process of this study. Methods the PPP project in China needs consulting services matching its characteristics. This study is based on the transaction cost theory and through literature research and qualitative material analysis. Recognizing the need to provide corresponding consulting services for public utilities or infrastructure construction projects promoted by the PPP model in China at this stage). The project cost consulting enterprise should provide the whole life cycle consulting service for the PPP project. The semi-structured field interviews of 87 interviewees found that the current PPP project in our country needs the whole life cycle consulting service with the project cost management as the core, based on PEST-SWOT. Norland Norton model analysis, we know that the project cost consulting enterprises in China adjust the enterprise strategy to carry out the PPP project life cycle consulting service environment is mature, the necessity has been highlighted. The feasibility has already possessed. 3) the whole life cycle consulting business process of engineering cost consulting enterprise facing PPP project has been constructed. This study is based on the theory of business process reengineering and through the perspective of project management. From the point of view of modular service, the new process of whole life cycle consulting service can be obtained by comparing and analyzing the whole process cost consulting business. Then from the point of view of the value increment of the business process emphasized by the ESIA model, process reengineering is carried out on the basis of the traditional whole process cost consultation business process. Get the PPP project lifecycle consulting service business process. The new business process supporting environment is constructed. After getting the new business process, the paper further gives the construction path and method of the business process support environment. It is represented by two "enablers" of the business process-the process execution team based on the new business. The whole life cycle information system of PPP project based on BIM technology. The first is based on the transaction cost theory and qualitative material analysis to clarify the demand for consulting services in China's PPP project. It highlights the important role of consulting service industry in providing information relief and controlling transaction costs in engineering projects. The second is to provide the PPP project life cycle consulting business process and its supporting environment suitable for the project cost consulting enterprises in China. At the same time, it contributes to the supply-side structural reform of engineering cost consulting enterprises in response to the call of supply-side structural reform. In order to effectively support our country's engineering cost consulting enterprises to carry out specific business operations, to promote the implementation of quality PPP projects.
