【摘要】：黨的十八屆三中全會明確提出:全面深化改革的總目標是“完善和發(fā)展中國特色社會主義制度,推進國家治理體系和治理能力現(xiàn)代化”。社區(qū)作為社會的細胞,作為國家治理最小單位,是國家治理能力現(xiàn)代化的微觀基礎。實現(xiàn)社區(qū)治理能力現(xiàn)代化直接影響著國家治理能力現(xiàn)代化的整體績效,直接影響著全面建成小康社會的目標能否按時實現(xiàn)。如何優(yōu)化社區(qū)治理模式,實現(xiàn)社區(qū)治理能力現(xiàn)代化這是擺在我們黨和國家發(fā)展過程中的一道難題,也是我們黨在實現(xiàn)國家治理能力現(xiàn)代化過程中亟待解決的問題。本文以分析社區(qū)治理能力現(xiàn)代化的內(nèi)涵和要求為切入點,以社區(qū)治理模式為研究對象,嘗試提出“一政三社聯(lián)動”社區(qū)治理模式優(yōu)化策略,以期為黨政社會治理創(chuàng)新決策提供參考。本文的研究內(nèi)容從整體上講包括兩大層面,即治理能力現(xiàn)代化與社區(qū)治理模式優(yōu)化研究,具體來講則分為五部分:第一部分:論文緒論。主要闡述文章選題的背景、研究的意義、研究的思路、擬解決的問題等,同時通過閱讀相關文獻對國內(nèi)外的研究現(xiàn)狀進行綜述,在此基礎上進行簡要總結(jié),為本文的研究奠定基礎。第二部分:基本概念界定。主要是對治理能力、治理能力現(xiàn)代化、社區(qū)治理能力、社區(qū)治理模式及其優(yōu)化這些方面進行最基礎的概念界定。第三部分:治理能力現(xiàn)代化及社區(qū)治理模式理論基礎。這部分是關于馬克思主義經(jīng)典著作家與中國當代馬克思主義代表人物關于我國社區(qū)治理相關理論進行概述,這是研究的基礎;通過對國外社區(qū)治理成果的梳理,借鑒一些適應我國本土發(fā)展的社區(qū)治理經(jīng)驗。第四部分:從傳統(tǒng)到現(xiàn)代的轉(zhuǎn)型:我國社區(qū)治理模式的歷史變遷。闡述建國以來的社區(qū)治理模式到目前的社區(qū)治理模式的歷史變遷(簡言之,就是中國社區(qū)從“管理”向“治理”的轉(zhuǎn)型);通過梳理歷史脈絡,揭示我國社區(qū)治理模式向著現(xiàn)代化轉(zhuǎn)型。第五部分:“一政三社”聯(lián)動:治理能力現(xiàn)代化視閾下社區(qū)治理模式的選擇與實踐。這部分主要是通過對歷屆中央領導集體有關理論和相關政策的梳理,整合學術界對社區(qū)治理理論的研究,厘清社區(qū)治理能力現(xiàn)代化的內(nèi)涵和要求,分析適應社區(qū)治理能力現(xiàn)代化要求的社區(qū)治理模式探索成果。第六部分:治理能力現(xiàn)代化視閾下“一政三社”聯(lián)動社區(qū)治理模式及其優(yōu)化。這部分討論“一政三社聯(lián)動”社區(qū)治理模式的內(nèi)涵,以及優(yōu)化這個模式的策略建議。
[Abstract]:The third Plenary session of the 18 CPC Central Committee clearly put forward that the overall goal of deepening the reform in an all-round way is to "improve and develop the socialist system with Chinese characteristics, and promote the modernization of the national governance system and governance ability". As the smallest unit of national governance, it is the micro basis of the modernization of national governance capacity. The modernization of community governance ability directly affects the overall performance of the modernization of national governance capacity. How to optimize the community governance model and realize the modernization of community governance ability is a difficult problem in the process of our party and country development. Also is our party in the realization of the modernization of national governance capacity to solve the problem. This paper analyzes the connotation and requirements of community governance capacity modernization as the breakthrough point, the community governance model as the research object. This paper tries to put forward the optimization strategy of community governance mode of "one government and three societies", in order to provide reference for the party, government and society governance innovation. The research content of this paper includes two levels as a whole. Namely, the modernization of governance ability and the optimization of community governance model, specifically divided into five parts: the first part: the introduction of the paper, mainly describes the background of the article, the significance of the study, research ideas. At the same time, through reading the relevant literature to review the current situation of domestic and foreign research, on the basis of a brief summary. The second part: the definition of basic concepts. It mainly focuses on governance capacity, governance capacity modernization, community governance capacity. The most basic conceptual definition of community governance model and its optimization. Part III:. The theoretical basis of the modernization of governance ability and the mode of community governance. This part is an overview of the relevant theories about community governance of our country by the classical Marxist writers and the representative figures of contemporary Marxism in China. This is the basis of the research; Through the foreign community governance results combing. Learning from some experiences of community governance adapted to the development of our country. Part 4th: the transition from tradition to modernity:. The historical changes of community governance model in China. The historical changes from the community governance model to the current community governance model since the founding of the people's Republic of China (. In short. The transformation of Chinese community from "management" to "governance"; By combing through the historical context. This paper reveals the transformation of community governance model towards modernization in China. Part 5th: the linkage of "one government, three societies":. The choice and practice of community governance model from the perspective of modernization of governance ability. This part is mainly through combing the relevant theories and related policies of the previous central leadership. Integrating the academic research on the theory of community governance, clarify the connotation and requirements of the modernization of community governance capacity. Analysis of the exploration results of community governance model adapted to the needs of modernization of community governance ability. Part 6th: "one government, three societies" linkage community governance model and its optimization under the vision of modernization of governance ability. This part discusses. " The connotation of the mode of community governance. And strategic recommendations for optimizing this pattern.
