【摘要】：社區(qū)居家養(yǎng)老服務(wù)是典型的自上而下政府主導(dǎo)型養(yǎng)老模式。結(jié)合青島、上海等地的養(yǎng)老實(shí)踐,在政府承擔(dān)有限福利責(zé)任背景下,圍繞服務(wù)主體、服務(wù)對(duì)象、服務(wù)需求、運(yùn)作機(jī)制四個(gè)關(guān)鍵要素,反思當(dāng)前我國(guó)社區(qū)居家養(yǎng)老服務(wù)中的問(wèn)題,表現(xiàn)為:基層制度安排缺位、績(jī)效導(dǎo)向、服務(wù)主體不明,服務(wù)權(quán)責(zé)不清、服務(wù)內(nèi)容與服務(wù)需求不契合等關(guān)鍵問(wèn)題,社區(qū)居家養(yǎng)老福利政策中心化、服務(wù)主體三位一體,需求導(dǎo)向、制度植入,服務(wù)的社會(huì)化、市場(chǎng)化趨向等,是未來(lái)社區(qū)居家養(yǎng)老可持續(xù)發(fā)展的著重考慮因素。
[Abstract]:Community home pension service is a typical top-down government-led old-age care model. Combined with the pension practice in Qingdao Shanghai and other places under the background of the limited welfare responsibility of the government around the service subject service object. The four key elements of service demand and operation mechanism reflect on the current problems in the community home pension service in our country. They are the absence of grass-roots system arrangement performance orientation service subject unclear service rights and responsibilities. Service content and service demand do not match the key issues, such as the centralization of the community home pension welfare policy, the trinity of the service body, demand-oriented, institutional implantation, the socialization of services, the trend of marketization, and so on. Is the future community home endowment sustainable development the emphasis consideration factor.
