【摘要】：通過對"精準扶貧"政策在村級實踐過程的調(diào)研發(fā)現(xiàn),在精準識別階段出現(xiàn)了程序調(diào)整與選擇性平衡,在精準幫扶過程中發(fā)生了"逼民致富"和貧困戶參與不足,在精準管理環(huán)節(jié)又遭遇了由于權責不匹配而帶來的管理體制僵化問題。而在這背后隱藏的是鄉(xiāng)土社會的模糊性與農(nóng)民之間的平均主義、農(nóng)村扶貧主體缺失與小農(nóng)生存?zhèn)惱淼牡挚挂约安块T之間條塊化分割與基層社會組織困境的鄉(xiāng)土邏輯,以上原因共同導致了精準扶貧地方實踐與政策表達發(fā)生背離。最后提出了完善貧困戶甄別機制、進行基層干部賦權、培育村莊內(nèi)生社會組織以及加強扶貧績效考核等政策建議。
[Abstract]:Based on the precise poverty policy in the survey found that the village practice process, the program adjustment and selective balance in precise recognition stage, the "forcing people to be rich and poor households lack of participation in the process of precise helping, in the precise management link suffered due to right duty is, rigid management system problems. While hiding behind this is the local logic between fuzziness and farmers in rural society of equalitarianism, rural poverty alleviation and the absence of subject and the peasant resistance and survival ethics Department compartmentalization segmentation and social organizations in the plight of the above reasons lead to poverty alleviation precise local practice and policy expression deviation. Finally, we put forward some policy recommendations, such as improving the discriminating mechanism of poor households, empowering cadres at the grass-roots level, cultivating endogenetic social organizations in villages, and strengthening performance appraisal for poverty alleviation.
