哈爾濱市餐飲業(yè)衛(wèi)生監(jiān)督管理模式構(gòu)建及對(duì)策研究

【摘要】:長(zhǎng)期以來(lái),那種側(cè)重于處罰的餐飲衛(wèi)生監(jiān)督模式已經(jīng)不適應(yīng)餐飲業(yè)快速發(fā)展,衛(wèi)生監(jiān)督任務(wù)不斷加重的現(xiàn)狀。因此,監(jiān)督管理部門(mén)必須找到一個(gè)長(zhǎng)效管理機(jī)制對(duì)餐飲經(jīng)營(yíng)行為進(jìn)行規(guī)范和引導(dǎo),,確保餐飲安全。 哈爾濱市餐飲單位食品安全監(jiān)督管理存在著監(jiān)督覆蓋面不全、監(jiān)督頻次不足、處罰力度弱等問(wèn)題。衛(wèi)生監(jiān)督力量有限、衛(wèi)生監(jiān)督員素質(zhì)有待提高、考核體系不科學(xué)是造成這一現(xiàn)狀的主要原因。哈爾濱市餐飲食品安全監(jiān)管部門(mén)必須構(gòu)建一個(gè)新的監(jiān)督管理模式,以解決轄區(qū)內(nèi)餐飲單位在食品安全方面存在的問(wèn)題。 本文首先介紹了選題背景、食品安全與衛(wèi)生監(jiān)督管理的相關(guān)概念、國(guó)內(nèi)外研究現(xiàn)狀及論文的主要結(jié)構(gòu);然后,通過(guò)對(duì)哈爾濱市餐飲食品安全的總體現(xiàn)狀的簡(jiǎn)單介紹,闡明了哈爾濱市餐飲單位食品安全監(jiān)督管理存在著突出問(wèn)題,并將造成這些問(wèn)題的原因一一列出,提出當(dāng)前形勢(shì)下適合哈爾濱市餐飲業(yè)和衛(wèi)生監(jiān)督現(xiàn)狀構(gòu)建衛(wèi)生監(jiān)督管理模式的具體設(shè)計(jì)方案;然后,對(duì)重構(gòu)的監(jiān)督管理模式的輔助措施進(jìn)行了闡述。最后對(duì)文章進(jìn)行了總結(jié)。
[Abstract]:For a long time, the catering health supervision mode with emphasis on punishment has not been adapted to the fast development of catering industry and the worsening of health supervision task. Therefore, the supervision and management department must find a long-term management mechanism to regulate and guide the catering business behavior to ensure food safety. There are some problems in food safety supervision and management of catering units in Harbin, such as incomplete supervision coverage, insufficient supervision frequency, weak punishment and so on. The strength of health supervision is limited, the quality of health supervisors needs to be improved, and the unscientific examination system is the main reason for this situation. Harbin Food Safety Supervision Department must construct a new supervision and management model in order to solve the food safety problems of catering units in Harbin. This paper first introduces the background of the topic, food safety and hygiene supervision and management related concepts, domestic and foreign research status and the main structure of the paper; then, through a brief introduction of the overall situation of food safety in Harbin, It is expounded that there are outstanding problems in food safety supervision and management of catering units in Harbin, and the causes of these problems are listed one by one. This paper puts forward the concrete design scheme of constructing the health supervision and management mode suitable for the present situation of the catering industry and health supervision in Harbin, and then expounds the auxiliary measures of the reconstructed supervision and management mode. Finally, the article is summarized.
