【摘要】：隨著我國經(jīng)濟發(fā)展進程的加快，外商直接投資逐漸成為我國資金的重要來源，而且其帶來了先進的技術(shù)，改善了投資收益和我國的出口結(jié)構(gòu)，提升了我國的產(chǎn)業(yè)結(jié)構(gòu)，增加了稅收。遼寧省作為我國東部沿海省份，憑借自身的優(yōu)勢和經(jīng)濟環(huán)境，也逐步的引入外商投資，這不僅促進了遼寧省經(jīng)濟總量的增長，而且?guī)砹讼冗M的技術(shù)和雄厚的資金，在遼寧省經(jīng)濟發(fā)展中發(fā)揮著重要的作用。在這樣的情形下，如何更好的利用外商直接投資促進遼寧省的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化就成為我們關(guān)注的焦點。我們要進一步積極有效的利用外資，制定更好的政策使外資與遼寧省產(chǎn)業(yè)結(jié)構(gòu)結(jié)合起來，真正互惠互利，相互促進，實現(xiàn)我省更好更快的經(jīng)濟發(fā)展。 外商直接投資在我國的規(guī)模和數(shù)量越來越大，其不僅投資于勞動密集型產(chǎn)業(yè)，也投資于技術(shù)密集型產(chǎn)業(yè)。由于我國政策的導(dǎo)向，改革開放之初大部分的外商直接投資都投資于沿海發(fā)達地區(qū)，隨著內(nèi)陸經(jīng)濟的飛速發(fā)展，近年來，外商直接投資正在向中西部轉(zhuǎn)移，現(xiàn)在，外商直接投資已然成為遼寧省的重要投資組成。我省正處于產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的階段，積極有效的利用外商直接投資對于我省的經(jīng)濟發(fā)展起著至關(guān)重要的作用。遼寧省一直以來都很重視產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和優(yōu)化，但是由于歷史原因，遼寧省三次產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展很不協(xié)調(diào)。遼寧省一直以來都是東北老工業(yè)基地的重要發(fā)展地區(qū)，第二產(chǎn)業(yè)占絕大比重，第一和第三產(chǎn)業(yè)發(fā)展較為落后。與此同時，外商直接投資在遼寧省三次產(chǎn)業(yè)結(jié)構(gòu)中比例不協(xié)調(diào)，在第二產(chǎn)業(yè)投資過度，在第一產(chǎn)業(yè)農(nóng)業(yè)的投資中比重很少，在第三產(chǎn)業(yè)中的投資比重雖然逐年上升，但是投資仍然不足，這進一步加劇了遼寧省三次產(chǎn)業(yè)結(jié)構(gòu)的不協(xié)調(diào)，影響產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化和升級。因此現(xiàn)階段對于外商直接投資對遼寧省產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的分析是很有必要的。 本文首先對國內(nèi)外關(guān)于外商直接投資和產(chǎn)業(yè)結(jié)構(gòu)的研究進行總結(jié)和歸納，，提出了本文的研究意義，創(chuàng)新點和不足；然后分別就外商直接投資和產(chǎn)業(yè)結(jié)構(gòu)的含義和聯(lián)系進行分析；之后就遼寧省內(nèi)產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀及利用外商直接投資的現(xiàn)狀進行分析，通過作用機制闡述了外商直接投資對于三次產(chǎn)業(yè)結(jié)構(gòu)的影響及優(yōu)化；最后就外商直接投資對于遼寧省產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化提出了政策建議，使其更好的利用外資促進遼寧省經(jīng)濟的飛速發(fā)展。
[Abstract]:With the acceleration of China's economic development, foreign direct investment has gradually become an important source of capital in our country, and it has brought advanced technology, improved the income from investment and the export structure of our country, and promoted the industrial structure of our country. Increased taxes. As an eastern coastal province of our country, Liaoning Province, with its own advantages and economic environment, is also gradually introducing foreign investment, which not only promotes the economic growth of Liaoning Province, but also brings advanced technology and abundant capital. It plays an important role in the economic development of Liaoning Province. Under such circumstances, how to make better use of foreign direct investment to promote the optimization of industrial structure in Liaoning Province has become the focus of our attention. We should make further active and effective use of foreign capital, formulate better policies to combine foreign capital with Liaoning's industrial structure, truly mutual benefit, mutual promotion, and achieve better and faster economic development of our province. The scale and quantity of foreign direct investment (FDI) in China is increasing. It not only invests in labor-intensive industry, but also in technology-intensive industry. Due to the policy orientation of our country, most of the foreign direct investment at the beginning of the reform and opening up was invested in the developed coastal areas. With the rapid development of the inland economy, in recent years, foreign direct investment is moving to the central and western regions. Now, Foreign direct investment has become an important component of Liaoning Province. Our province is in the stage of optimization of industrial structure, active and effective utilization of foreign direct investment plays an important role in the economic development of our province. Liaoning Province has always attached great importance to the adjustment and optimization of the industrial structure, but because of historical reasons, the development of the three industrial structures in Liaoning Province is not coordinated. Liaoning Province has always been an important developing area of the northeast old industrial base, the secondary industry accounts for the largest proportion, the first and the third industry development is relatively backward. At the same time, the proportion of foreign direct investment in the tertiary industrial structure of Liaoning Province is not harmonious, the investment in the secondary industry is excessive, the proportion of foreign direct investment in the primary industry agriculture is very small, although the proportion of investment in the tertiary industry is increasing year by year. However, the investment is still insufficient, which further aggravates the disharmony of the three industrial structures in Liaoning Province, and affects the optimization and upgrading of the industrial structure. Therefore, it is necessary to analyze the optimization of industrial structure of Liaoning Province by foreign direct investment at the present stage. Firstly, this paper summarizes and summarizes the research on foreign direct investment and industrial structure at home and abroad, puts forward the significance, innovation and deficiency of this paper, and then analyzes the meaning and connection of foreign direct investment and industrial structure respectively. Then it analyzes the current situation of industrial structure and utilization of foreign direct investment in Liaoning province, and expounds the influence and optimization of foreign direct investment on the three industrial structures through the action mechanism. Finally, the paper puts forward some policy suggestions on the optimization of industrial structure of Liaoning Province by foreign direct investment, so that it can make better use of foreign capital to promote the rapid development of Liaoning Province's economy.
