【摘要】：盡管尚無可靠和公認(rèn)的計算國際熱錢流動規(guī)模的準(zhǔn)確方法,但去年以來,國際熱錢重新涌入我國已是不爭的事實,并有可能對我國實體經(jīng)濟與金融領(lǐng)域帶來潛在沖擊,需對此保持高度關(guān)注和警惕。展望未來一段時期,熱錢在中國的投機空間有限,短期內(nèi)大規(guī)模持續(xù)流入的條件還不具備,溫和流入并時有反復(fù)可能將成長期趨勢。要擺脫國際熱錢大規(guī)模流動帶來的包括人民幣升值壓力在內(nèi)的一系列困擾,必須采取疏堵結(jié)合的方式:一方面,采取有效的防御性措施,監(jiān)控各類熱錢,加強流入管制,建立防范流出的預(yù)案,并與香港密切合作;另一方面,應(yīng)重視疏導(dǎo)的作用,增強匯率彈性,管理通脹預(yù)期,抑制泡沫膨脹,吸引中長期國際資本,防范和限制短期資本泛濫。
[Abstract]:Although there is no reliable and recognized accurate method for calculating the scale of international hot money flows, it is an indisputable fact that international hot money has re-entered our country since last year, and it is likely to have a potential impact on the real economic and financial fields of our country, It is necessary to keep a high level of attention and vigilance. Looking ahead, there is limited speculative space for hot money in China, the conditions for large-scale and sustained inflows in the short term are not yet in place, and moderate inflows and sometimes repeated inflows may lead to a long-term trend. In order to get rid of a series of troubles caused by large-scale international hot money flows, including the pressure of RMB appreciation, we must adopt a combination of dredging and blocking: on the one hand, effective defensive measures should be taken to monitor all kinds of hot money, and the inflow control should be strengthened. Establish a plan to prevent outflows and work closely with Hong Kong; On the other hand, we should pay more attention to the role of channeling, strengthen exchange rate elasticity, manage inflation expectations, restrain bubble inflation, attract medium-and long-term international capital, and prevent and limit the proliferation of short-term capital.
