成都市H國有投資公司績效管理實證研究

【摘要】:國有企業(yè)在我國國民經濟和生活領域發(fā)揮著重要的作用,國有企業(yè)作為政府調節(jié)經濟的“有形之手”,具有公共性和經營性的雙重特性,且大多數(shù)國有企業(yè)更偏重于公共屬性,這使得國有企業(yè)不同于其他的市場經營主體。國有企業(yè)績效管理的主要目標不僅是對企業(yè)員工進行有效管理,更是國有企業(yè)更好體現(xiàn)政府調節(jié)經濟的意圖和實現(xiàn)經營目標計劃的重要手段。 本文從成都市H國有投資公司績效管理現(xiàn)狀和實際出發(fā),將如何優(yōu)化和改進該公司績效管理體系作為本文的主題進行深入研究,通過綜合運用人力資源管理理論、績效考核與統(tǒng)計分析等多種方法,系統(tǒng)地分析該國有投資公司績效管理存在的問題,并有針對性地予以解決。該論文從企業(yè)及行業(yè)的發(fā)展趨勢提出績效管理改進的原則和方法,建立從績效計劃和指標體系的制定、過程管理與控制、考核與評價、績效反饋及結果應用等一系列全套的改進方案,并基于目標管理方法、KPI、360度考核等方法,重點介紹績效管理如何實施。從而切實可行地解決該企業(yè)績效管理存在的問題,并由此引申出對公益性國有企業(yè)績效管理的一些思考。
[Abstract]:State-owned enterprises play an important role in the field of national economy and life in China. As the "tangible hand" of government regulation of economy, state-owned enterprises have dual characteristics of publicity and operation, and most state-owned enterprises attach more importance to public attributes. This makes state-owned enterprises different from other market operators. The main goal of the performance management of state-owned enterprises is not only to manage the employees effectively, but also to reflect the government's intention to regulate economy and realize the management target plan. Based on the current situation and reality of performance management of H state-owned investment company in Chengdu, this paper studies how to optimize and improve the performance management system of H state-owned investment company as the theme of this paper, and through the comprehensive use of human resources management theory, Several methods such as performance appraisal and statistical analysis are used to systematically analyze the problems existing in the performance management of the state-owned investment company and to solve them pertinently. In this paper, the principles and methods of performance management improvement are put forward from the development trend of enterprises and industries, and the formulation of performance plan and index system, process management and control, assessment and evaluation are established. A series of improvement schemes, such as performance feedback and results application, are presented in this paper. Based on the methods of objective management and KPI,360 degree evaluation, the implementation of performance management is emphasized. As a result, it is feasible to solve the problems existing in the performance management of the enterprise, and some thoughts on the performance management of the public welfare state-owned enterprises are derived.
