【摘要】：農(nóng)業(yè)對外投資是我國農(nóng)業(yè)“走出去”戰(zhàn)略的重要組成部分�！笆濉睍r期發(fā)展我國農(nóng)業(yè)對外投資對提高我國農(nóng)業(yè)企業(yè)國際競爭力，保障我國糧食安全，提升我國國家地位具有十分重大的意義。 本文首先介紹了我國農(nóng)業(yè)對外投資的發(fā)展歷程及現(xiàn)狀，總結(jié)了“十一五”期間我國農(nóng)業(yè)對外投資的發(fā)展特點并分析了我國農(nóng)業(yè)對外投資的動因及經(jīng)濟效應(yīng)。然后用SWOT分析方法得出我國農(nóng)業(yè)對外投資具有堅實的經(jīng)濟后盾，相對領(lǐng)先的農(nóng)業(yè)技術(shù)，更趨穩(wěn)固的對外合作基礎(chǔ)等優(yōu)勢，但是存在農(nóng)業(yè)跨國企業(yè)競爭力較弱，農(nóng)業(yè)對外投資項目融資困難等劣勢；同時全球一體化趨勢、我國“走出去”戰(zhàn)略的新發(fā)展為“十二五”時期開展農(nóng)業(yè)對外投資戰(zhàn)略帶來重大機遇，但是發(fā)達國家農(nóng)業(yè)跨國公司主導(dǎo)能力日益增強，糧食安全問題日益凸顯，世界經(jīng)濟復(fù)蘇緩慢等為我國農(nóng)業(yè)對外投資帶來嚴峻的挑戰(zhàn)。 最后基于“十二五”時期開展農(nóng)業(yè)對外投資戰(zhàn)略要努力實現(xiàn)全面增強我國農(nóng)業(yè)國際競爭力、提升糧食安全水平、履行國際義務(wù)三大戰(zhàn)略目標，，本文提出“十二五”時期我國農(nóng)業(yè)對外投資的戰(zhàn)略構(gòu)想，明確要以增強農(nóng)業(yè)企業(yè)競爭力、推動優(yōu)勢企業(yè)走出去、重視區(qū)位選擇、創(chuàng)新投資模式為戰(zhàn)略重點，做好財稅、金融保險、國際協(xié)調(diào)政策、外匯管制等領(lǐng)域的政策保障，同時加強在行業(yè)協(xié)會、監(jiān)督機制、公共服務(wù)等方面的組織保障。
[Abstract]:Foreign investment in agriculture is an important part of the strategy of "going out" in China's agriculture. During the 12th five-year Plan period, it is of great significance to develop China's agricultural investment abroad to improve the international competitiveness of our agricultural enterprises, to ensure the food security of our country, and to promote the status of our country. This paper first introduces the development process and present situation of China's agricultural outward investment, summarizes the development characteristics of China's agricultural outward investment during the Eleventh five-year Plan period, and analyzes the motivation and economic effect of China's agricultural outward investment. Then using the method of SWOT analysis, it is concluded that China's agricultural foreign investment has the advantages of solid economic backing, relatively advanced agricultural technology, and a more stable foundation of external cooperation, but the competitiveness of agricultural multinational enterprises is relatively weak. Disadvantages such as difficulty in financing agricultural foreign investment projects; At the same time, with the trend of global integration, the new development of China's "going out" strategy brings great opportunities to carry out the foreign investment strategy of agriculture in the 12th five-year Plan period, but the leading ability of agricultural transnational corporations in developed countries is increasing day by day. The problem of food security is becoming increasingly prominent, and the slow recovery of the world economy has brought severe challenges to China's agricultural investment abroad. Finally, based on the "12th five-year Plan" period to carry out agricultural investment strategy, we should strive to achieve the overall enhancement of China's international competitiveness of agriculture, improve the level of food security, and fulfil the international obligations of the three strategic objectives. This paper puts forward the strategic conception of our country's agricultural foreign investment during the 12th five-year Plan period. It is clear that we should strengthen the competitiveness of agricultural enterprises, promote the advantage enterprises to go out, attach importance to the location choice, innovate the investment mode as the strategic emphasis, and do a good job in finance and taxation. Financial and insurance, international co-ordinated policy, foreign exchange control and other areas of policy protection, while strengthening industry associations, supervision mechanisms, public services, and other areas of organizational protection.
