【摘要】：中小企業(yè)是國(guó)民經(jīng)濟(jì)的重要組成部分,在推動(dòng)經(jīng)濟(jì)增長(zhǎng)、擴(kuò)大社會(huì)就業(yè)、促進(jìn)技術(shù)創(chuàng)新、提供協(xié)作服務(wù)等方面發(fā)揮著重要作用。但由于中小企業(yè)的特殊信貸風(fēng)險(xiǎn),融資困難一直是困擾中小企業(yè)進(jìn)一步發(fā)展的“瓶頸”,信用擔(dān)保則是當(dāng)前解決我國(guó)中小企業(yè)融資問(wèn)題的一個(gè)現(xiàn)實(shí)選擇,而中小企業(yè)的信用擔(dān)保是一個(gè)高風(fēng)險(xiǎn)低收益的行業(yè),如何做好企業(yè)經(jīng)營(yíng)和風(fēng)險(xiǎn)控制,是一個(gè)極重要又復(fù)雜的問(wèn)題。本文以一家為中小企業(yè)提供融資擔(dān)保支持的“重慶兩江新區(qū)融資擔(dān)保公司”為主要研究對(duì)象,在對(duì)國(guó)內(nèi)外相關(guān)理論和資料進(jìn)行采集整理并進(jìn)行實(shí)地調(diào)研的基礎(chǔ)上,對(duì)重慶兩江新區(qū)融資擔(dān)保公司的發(fā)展歷程、業(yè)務(wù)狀況、行業(yè)特征及行業(yè)競(jìng)爭(zhēng)環(huán)境等進(jìn)行了全面分析,找出重慶兩江新區(qū)融資擔(dān)保公司的內(nèi)部風(fēng)險(xiǎn)與外部風(fēng)險(xiǎn),綜合運(yùn)用風(fēng)險(xiǎn)管理理論、風(fēng)險(xiǎn)控制模型等工具,提出了規(guī)避、控制內(nèi)外風(fēng)險(xiǎn)的措施。其中,內(nèi)部風(fēng)險(xiǎn)防范控制措施包括:建立科學(xué)的治理機(jī)制和內(nèi)部風(fēng)險(xiǎn)防控機(jī)制;通過(guò)業(yè)務(wù)創(chuàng)新與組合提高公司風(fēng)險(xiǎn)控制管理能力;建立科學(xué)的擔(dān)保風(fēng)險(xiǎn)評(píng)價(jià)體系;制定科學(xué)的盡職調(diào)查程序;建立規(guī)范的風(fēng)險(xiǎn)補(bǔ)償機(jī)制;建立合理的保后監(jiān)管制度;造就高素質(zhì)的項(xiàng)目經(jīng)理團(tuán)隊(duì)和員工團(tuán)隊(duì)。外部風(fēng)險(xiǎn)防范控制措施包括:積極爭(zhēng)取政府的政策支持以規(guī)避風(fēng)險(xiǎn);市場(chǎng)風(fēng)險(xiǎn)的規(guī)避和控制;外部經(jīng)營(yíng)道德風(fēng)險(xiǎn)的規(guī)避和控制;對(duì)反擔(dān)保資源進(jìn)行創(chuàng)新組合以規(guī)避風(fēng)險(xiǎn);加強(qiáng)與銀行合作以規(guī)避風(fēng)險(xiǎn)。
[Abstract]:As an important part of the national economy, small and medium-sized enterprises (SMEs) play an important role in promoting economic growth, expanding social employment, promoting technological innovation and providing collaborative services. However, due to the special credit risk of small and medium-sized enterprises, financing difficulties have always been the "bottleneck" to the further development of small and medium-sized enterprises, and credit guarantee is a realistic choice to solve the financing problems of small and medium-sized enterprises in China at present. Credit guarantee of small and medium-sized enterprises is a high-risk and low-yield industry, how to do a good job of business operation and risk control, is a very important and complex problem. This paper takes "Chongqing Liangjiang New area financing guarantee Company", which provides financing guarantee support for small and medium-sized enterprises, as the main research object, on the basis of collecting and sorting out the relevant theories and materials at home and abroad and carrying on the field investigation. This paper makes a comprehensive analysis of the development process, business status, industry characteristics and industry competition environment of Chongqing Liangjiang New area financing guarantee Company, and finds out the internal and external risks of Chongqing Liangjiang New District financing guarantee Company. Comprehensive use of risk management theory, risk control model and other tools, put forward measures to avoid and control internal and external risks. The internal risk prevention and control measures include: establishing a scientific governance mechanism and internal risk prevention and control mechanism; improving the ability of risk control management through business innovation and combination; establishing a scientific security risk evaluation system; Establish a scientific due diligence procedure; establish a standardized risk compensation mechanism; establish a reasonable post-insurance supervision system; create a high-quality team of project managers and staff. The external risk prevention and control measures include: actively seeking government policy support to avoid risk; market risk avoidance and control; external business moral hazard avoidance and control; innovation combination of anti-guarantee resources to avoid risk; Strengthen cooperation with banks to avoid risk.
