【摘要】：世界經(jīng)濟(jì)發(fā)展在全球化的道路上愈走愈深，為了充分參與國際間資源優(yōu)化配置，發(fā)揮我國經(jīng)濟(jì)資源優(yōu)勢(shì)，繁榮發(fā)展本國經(jīng)濟(jì)，中國已經(jīng)開始了資本項(xiàng)目開放的探索并大有斬獲。得益于科學(xué)技術(shù)以及金融工具的不斷創(chuàng)新，國際資本流動(dòng)日漸便利，規(guī)模日益龐大，這不僅要求我們?yōu)槊褡鍙?fù)興而把握機(jī)遇、適應(yīng)變化，，更要求我們?cè)谛碌拈_放過程中小心謹(jǐn)慎，以經(jīng)濟(jì)安全為基礎(chǔ)穩(wěn)定發(fā)展。 本文通過分析我國現(xiàn)階段資本項(xiàng)目開放措施以及開放效果，研究我國資本項(xiàng)目開放程度，旨在為中國今后開放資本項(xiàng)目作一些參考。 對(duì)于資本項(xiàng)目開放程度的研究，現(xiàn)在還沒有一個(gè)放之皆準(zhǔn)而又行之有效的指標(biāo)為指導(dǎo)，現(xiàn)有的研究方法主要可以分為描述型和數(shù)據(jù)型。在本文的研究中，以數(shù)據(jù)型指標(biāo)彌補(bǔ)描述型指標(biāo)欠缺的高效性、準(zhǔn)確性，以描述型指標(biāo)彌補(bǔ)數(shù)據(jù)型指標(biāo)的內(nèi)生性不足。在我國資本開放和管制現(xiàn)狀以及相關(guān)數(shù)據(jù)的搜集的基礎(chǔ)上，本文具體對(duì)我國資本項(xiàng)目開放程度進(jìn)行測(cè)度并得出結(jié)論：中國在資本項(xiàng)目開放中選擇了穩(wěn)健、謹(jǐn)慎的策略，大多方面在政策上鼓勵(lì)開放但又加諸具體限制。數(shù)據(jù)顯示，隨著經(jīng)濟(jì)不斷前進(jìn)，開放規(guī)模日益擴(kuò)大，但我國資本項(xiàng)目開放程度并不高，資本管制行政化、金融行業(yè)落后、結(jié)構(gòu)上保守情況嚴(yán)重。以個(gè)人角度分析和建議而言，微觀企業(yè)效率、金融深化以及市場(chǎng)體系是我國開放資本項(xiàng)目的成敗關(guān)鍵。
[Abstract]:The development of the world economy is getting deeper and deeper on the road of globalization. In order to fully participate in the optimal allocation of international resources, give full play to the advantages of China's economic resources, and prosper and develop its own economy, China has begun the exploration of opening up its capital account and achieved great success. Thanks to the constant innovation in science and technology and financial instruments, international capital flows have become increasingly convenient and large, which not only requires us to seize opportunities for national rejuvenation and adapt to change, We are also required to be cautious in the new opening-up process and to develop steadily on the basis of economic security. This paper analyzes the measures and effects of capital account opening in China at present, and studies the opening degree of China's capital account in order to make some references for China to open its capital account in the future. For the study of the openness of capital account, there is no index which is accurate and effective, and the existing research methods can be divided into descriptive type and data type. In the research of this paper, the data index is used to make up for the high efficiency and accuracy of the descriptive index, and the descriptive index is used to make up the endogeny deficiency of the data type index. On the basis of the current situation of capital opening and regulation in China and the collection of relevant data, this paper measures the degree of capital account openness in China and draws a conclusion: China has chosen a prudent and prudent strategy in the process of capital account opening. Most aspects encourage openness in policy but impose specific restrictions. The data show that with the continuous progress of economy, the scale of opening up is expanding day by day, but the opening degree of capital account is not high, the capital control is administrative, the financial industry is backward, and the structural conservatism is serious. From the personal point of view, the efficiency of micro-enterprises, the deepening of finance and the market system are the key to the success or failure of China's open capital account.
