【摘要】：甘肅省農(nóng)村信用社經(jīng)過60年的改革和發(fā)展,已成為甘肅省金融體系的重要組成部分,為支持甘肅經(jīng)濟(jì)社會(huì)發(fā)展特別是農(nóng)村經(jīng)濟(jì)的發(fā)展做出了積極貢獻(xiàn)。但是,在改革和發(fā)展的同時(shí),甘肅省農(nóng)村信用社也積累了很多亟需解決的問題。目前,隨著甘肅經(jīng)濟(jì)社會(huì)的快速發(fā)展,甘肅農(nóng)村金融需求日益旺盛,地方政府對(duì)農(nóng)村金融的發(fā)展高度重視,為甘肅省農(nóng)村信用社進(jìn)一步的改革和發(fā)展創(chuàng)造了前所未有的良好機(jī)遇。結(jié)合甘肅省農(nóng)村金融發(fā)展實(shí)際,研究分析甘肅省農(nóng)村信用社改革發(fā)展中存在的主要問題,深入剖析原因,有針對(duì)性的提出解決措施,對(duì)于加快甘肅省農(nóng)村信用社改革和發(fā)展具有重要意義。 本文首先對(duì)國內(nèi)外農(nóng)村合作金融的有關(guān)理論及國外農(nóng)村合作金融的發(fā)展情況進(jìn)行分析研究,總結(jié)出國外農(nóng)村合作金融的發(fā)展對(duì)甘肅省農(nóng)村信用社改革和發(fā)展的啟示。然后認(rèn)真分析甘肅農(nóng)村金融的發(fā)展現(xiàn)狀及存在的主要問題,梳理甘肅省農(nóng)村信用社發(fā)展的歷史沿革,分析研究甘肅省農(nóng)村信用社改革發(fā)展情況,在肯定近年來改革發(fā)展取得顯著成績的同時(shí),研究存在的主要問題,并深入剖析原因,最后有針對(duì)性的提出解決措施,即：大力推進(jìn)組建農(nóng)村商業(yè)銀行,積極化解歷史包袱,努力開展業(yè)務(wù)和機(jī)制創(chuàng)新,完善農(nóng)村信用社公司治理,培育構(gòu)建現(xiàn)代企業(yè)文化。
[Abstract]:After 60 years of reform and development, Gansu Rural Credit Cooperative has become an important part of the financial system of Gansu Province, and has made positive contributions to support the economic and social development of Gansu Province, especially the development of rural economy. However, with the reform and development, Gansu Rural Credit Cooperatives have accumulated a lot of problems that need to be solved. At present, with the rapid development of Gansu's economy and society, Gansu's rural financial demand is increasingly exuberant, and local governments attach great importance to the development of rural finance. For the rural credit cooperatives in Gansu Province further reform and development has created unprecedented good opportunities. Combined with the reality of rural financial development in Gansu Province, this paper studies and analyzes the main problems existing in the reform and development of rural credit cooperatives in Gansu Province, analyzes the reasons in depth, and puts forward specific measures to solve the problems. It is of great significance to accelerate the reform and development of rural credit cooperatives in Gansu province. Firstly, this paper analyzes the theory of rural cooperative finance at home and abroad and the development of foreign rural cooperative finance, and summarizes the enlightenment of the development of foreign rural cooperative finance on the reform and development of rural credit cooperatives in Gansu province. Then, it analyzes the current situation and main problems of rural finance development in Gansu Province, combs the historical evolution of the development of rural credit cooperatives in Gansu Province, and analyzes and studies the reform and development of rural credit cooperatives in Gansu Province. While affirming that remarkable achievements have been made in the reform and development in recent years, we have studied the main problems, analyzed the reasons in depth, and finally put forward targeted solutions, that is, vigorously promoting the establishment of rural commercial banks and actively resolving the historical burden. Strive to carry out business and mechanism innovation, improve the corporate governance of rural credit cooperatives, foster the construction of modern corporate culture.
