【摘要】：同世界其他主要經(jīng)濟(jì)體一樣,德國(guó)政府也實(shí)施了銀行救助和經(jīng)濟(jì)振興計(jì)劃來克服當(dāng)前金融危機(jī)的影響。但德國(guó)的秩序自由主義傳統(tǒng)和強(qiáng)調(diào)規(guī)則的經(jīng)濟(jì)政策理念使其應(yīng)對(duì)政策與美國(guó)明顯不同。文章認(rèn)為,德國(guó)危機(jī)應(yīng)對(duì)政策的特點(diǎn)是秩序政策優(yōu)先,主張重塑國(guó)際金融秩序并率先提出加強(qiáng)國(guó)際金融監(jiān)管的具體建議。在經(jīng)濟(jì)溫和復(fù)蘇后,德國(guó)政府堅(jiān)決從擴(kuò)張性財(cái)政政策中退出,堅(jiān)持財(cái)政平衡對(duì)中長(zhǎng)期實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展的必要性。近年來德國(guó)推進(jìn)結(jié)構(gòu)改革從而提高了德國(guó)經(jīng)濟(jì)的國(guó)際競(jìng)爭(zhēng)力,因此,盡管德國(guó)經(jīng)濟(jì)振興計(jì)劃的數(shù)額相對(duì)較小,卻取得了很好的成效。
[Abstract]:Like other major economies in the world, the German government has implemented a bank rescue and economic recovery plan to overcome the effects of the current financial crisis. But Germany's tradition of order liberalism and its economic policy philosophy, which emphasize rules, make its policy quite different from that of the United States. The paper holds that the German crisis response policy is characterized by the priority of order policy, and advocates to reshape the international financial order and put forward concrete proposals to strengthen international financial supervision. After a moderate economic recovery, the German government resolutely withdrew from its expansionary fiscal policy and insisted on the necessity of fiscal balance for achieving sustainable economic development in the medium and long term. In recent years, Germany has promoted the structural reform to improve the international competitiveness of the German economy. Therefore, although the amount of the German economic revitalization plan is relatively small, it has achieved good results.
