【摘要】：在全球經(jīng)濟(jì)發(fā)展進(jìn)入低速期，產(chǎn)業(yè)結(jié)構(gòu)面臨新一輪調(diào)整的背景下，制造業(yè)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)成為我國(guó)經(jīng)濟(jì)可持續(xù)發(fā)展的重要研究課題。我國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展十二五規(guī)劃也提出了提高產(chǎn)業(yè)核心競(jìng)爭(zhēng)力，改造提升制造業(yè)的建議，制造業(yè)結(jié)構(gòu)升級(jí)成為我國(guó)經(jīng)濟(jì)發(fā)展的重要任務(wù)。隨著國(guó)際資本流動(dòng)的加快，，外商直接投資的規(guī)模日益擴(kuò)大，質(zhì)量不斷改善，成為推動(dòng)我國(guó)經(jīng)濟(jì)增長(zhǎng)和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的重要力量。在中國(guó)加入WTO以來(lái)，全國(guó)近70%的外商直接投資投向了制造業(yè)，外商直接投資對(duì)制造業(yè)結(jié)構(gòu)產(chǎn)生了十分重要的影響。而山東省作為中國(guó)的經(jīng)濟(jì)大省，憑借其優(yōu)越的地理位置和經(jīng)濟(jì)條件，積極引進(jìn)外資，實(shí)際利用外資的規(guī)模和質(zhì)量都得到很大提高。山東省引進(jìn)外商直接投資不僅促進(jìn)了全省經(jīng)濟(jì)總量的增長(zhǎng)，而且有利于制造業(yè)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整。本文以山東省為例，希望通過分析山東省制造業(yè)利用外商直接投資的情況對(duì)其他省份乃至全國(guó)起到借鑒作用。 本文在外商直接投資與產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的理論基礎(chǔ)之上，著重分析了山東省制造業(yè)及其利用外商直接投資的現(xiàn)狀。然后用規(guī)范分析與實(shí)證分析相結(jié)合的方法就FDI對(duì)山東省制造業(yè)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的影響進(jìn)行深層次的分析。 研究結(jié)果表明，外商直接投資促進(jìn)了山東省制造業(yè)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)；外商直接投資對(duì)山東省制造業(yè)結(jié)構(gòu)的技術(shù)溢出效應(yīng)大于資本供給效應(yīng)；外商直接投資對(duì)山東省制造業(yè)內(nèi)資企業(yè)產(chǎn)生明顯的技術(shù)溢出效應(yīng)。 最后，在總結(jié)前文的基礎(chǔ)上，就山東省制造業(yè)利用外資存在的問題，提出了促進(jìn)高新技術(shù)制造業(yè)發(fā)展、優(yōu)化引資質(zhì)量和引資來(lái)源、擴(kuò)大產(chǎn)業(yè)集群、積極誘導(dǎo)外資企業(yè)的技術(shù)外溢、提高制造業(yè)自主研發(fā)能力等措施進(jìn)一步促進(jìn)山東省制造業(yè)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)。
[Abstract]:With the global economic development entering a low speed and the industrial structure facing a new round of adjustment, the upgrading of the manufacturing industry structure has become an important research topic for the sustainable economic development of our country. The 12th Five-Year Plan of China's national economy and social development also puts forward some suggestions for improving the core competitiveness of industry and upgrading the manufacturing industry. Upgrading the structure of manufacturing industry has become an important task for the economic development of our country. With the acceleration of international capital flow, the scale of foreign direct investment (FDI) is expanding day by day, and the quality is improving constantly, which has become an important force to promote the economic growth and the adjustment of industrial structure in China. Since China's entry into WTO, nearly 70% of China's foreign direct investment (FDI) has been invested in the manufacturing industry, which has a very important impact on the structure of manufacturing industry. As a big economic province in China, Shandong Province, with its superior geographical position and economic conditions, actively introduces foreign capital, and the scale and quality of the actual utilization of foreign capital are greatly improved. The introduction of foreign direct investment in Shandong Province not only promotes the growth of the province's total economic volume, but also helps to adjust the industrial structure of the manufacturing industry. Taking Shandong Province as an example, this paper hopes that the situation of foreign direct investment in manufacturing industry in Shandong Province will be used as a reference for other provinces and even the whole country. Based on the theory of foreign direct investment (FDI) and industrial structure adjustment, this paper analyzes the current situation of manufacturing industry and its utilization of FDI in Shandong Province. Then the impact of FDI on the upgrading of manufacturing industry structure in Shandong Province is analyzed deeply by the combination of normative analysis and empirical analysis. The results show that FDI promotes the upgrading of manufacturing industry structure in Shandong Province, and the technology spillover effect of FDI on manufacturing structure of Shandong Province is greater than that of capital supply. Foreign direct investment (FDI) has obvious technology spillover effect on domestic enterprises in Shandong manufacturing industry. Finally, on the basis of summing up the previous paper, on the basis of the problems existing in the utilization of foreign capital in the manufacturing industry of Shandong Province, the paper proposes to promote the development of high-tech manufacturing industry, to optimize the quality and source of foreign investment, and to expand the industrial cluster. Measures such as actively inducing technology spillover of foreign-funded enterprises and improving independent R & D capability of manufacturing industry will further promote the optimization and upgrading of manufacturing industry structure in Shandong Province.
