【摘要】：我國農(nóng)村經(jīng)濟(jì)基礎(chǔ)薄弱且農(nóng)業(yè)人口所占比重較大,因此,對(duì)于我國來說,加強(qiáng)社會(huì)主義新農(nóng)村建設(shè)的任務(wù)艱巨且意義深遠(yuǎn)。經(jīng)濟(jì)的發(fā)展離不開金融服務(wù)的支持,我國農(nóng)村金融機(jī)構(gòu)匾乏和金融服務(wù)缺失制約著農(nóng)村經(jīng)濟(jì)發(fā)展的現(xiàn)狀更決定了金融改革在這次新農(nóng)村改革中的重要性。只有形成開放、競(jìng)爭(zhēng)、有序的多元化農(nóng)村金融體系才能更好地支持新農(nóng)村建設(shè)。中國銀監(jiān)會(huì)發(fā)布《關(guān)于調(diào)整放寬農(nóng)村地區(qū)銀行業(yè)金融機(jī)構(gòu)準(zhǔn)入政策更好支持社會(huì)主義新農(nóng)村建設(shè)的若干意見》,降低了農(nóng)村金融組織的建立門檻,以解決廣大農(nóng)村地區(qū)金融機(jī)構(gòu)網(wǎng)點(diǎn)少,金融服務(wù)缺乏的問題,在這一背景下,村鎮(zhèn)銀行等農(nóng)村金融組織應(yīng)運(yùn)而生。村鎮(zhèn)銀行是一種全新的農(nóng)村金融組織形式,它的建立是我國農(nóng)村金融改革史上的重大突破。村鎮(zhèn)銀行拓寬了農(nóng)村地區(qū)的金融服務(wù)范圍,為農(nóng)村地區(qū)提供了更多的資金支持,對(duì)提高農(nóng)村的金融服務(wù)水平,完善農(nóng)村金融體系起到了重要作用。但村鎮(zhèn)銀行作為一個(gè)新生事物,其存在和發(fā)展必然面臨諸多問題。 本文試圖圍繞村鎮(zhèn)銀行展開研究,從村鎮(zhèn)銀行成立的背景、意義、發(fā)展現(xiàn)狀及存在的問題入手,并以靖江潤(rùn)豐村鎮(zhèn)銀行為例,運(yùn)用波特的鉆石模型理論,分析其發(fā)展存在的優(yōu)勢(shì)及弊端,最后就如何實(shí)施競(jìng)爭(zhēng)戰(zhàn)略以及相關(guān)保障措施提出具體建議。
[Abstract]:The rural economic base of our country is weak and the proportion of agricultural population is large. Therefore, for our country, the task of strengthening the construction of new socialist countryside is arduous and far-reaching. The development of economy can not be separated from the support of financial services. The lack of rural financial institutions and the lack of financial services restrict the development of rural economy, which determines the importance of financial reform in this new rural reform. Only an open, competitive and orderly diversified rural financial system can better support the new rural construction. The China Banking Regulatory Commission (CBRC) has issued several opinions on readjusting and relaxing the access policy of banking financial institutions in rural areas to better support the construction of a new socialist countryside, which has lowered the threshold for the establishment of rural financial organizations. In order to solve the problem of lack of network and financial service in rural areas, rural financial organizations such as village banks emerge as the times require. Village bank is a new form of rural financial organization, its establishment is a major breakthrough in the history of rural financial reform in China. The village bank broadens the scope of financial services in rural areas, provides more financial support for rural areas, and plays an important role in improving the level of rural financial services and perfecting the rural financial system. But village bank as a new thing, its existence and development must face many problems. This paper attempts to research around the village bank, starting with the background, significance, development status and existing problems of the village bank, and taking Jingjiang Runfeng Village Bank as an example, using Porter's diamond model theory. This paper analyzes the advantages and disadvantages of its development, and finally puts forward some concrete suggestions on how to implement the competition strategy and relevant safeguard measures.
