【摘要】：1940年代前期,國民政府先后公布《非常時(shí)期管理銀行暫行辦法》、《管理銀行抵押放款辦法》及《管理銀行信用放款辦法》等法規(guī),連同戰(zhàn)前頒布的《儲(chǔ)蓄銀行法》,構(gòu)成戰(zhàn)時(shí)國民政府管制銀行業(yè)務(wù)的主要法規(guī)。本文以未刊檔案為主,并運(yùn)用已刊檔案、期刊等材料,通過對(duì)戰(zhàn)時(shí)重慶銀行公會(huì)既遵行上述國民政府財(cái)政部金融法規(guī),又對(duì)上述法規(guī)存款、信用放款與抵押放款比重、資金運(yùn)用法規(guī)諸多具體條文、條款提出異議的梳理,揭示出重慶銀行公會(huì)通過不斷往復(fù)的商榷、交涉,督促政府當(dāng)局調(diào)整、修改,這不僅使戰(zhàn)時(shí)金融制度不斷完善,且為穩(wěn)定金融秩序,保障戰(zhàn)時(shí)經(jīng)濟(jì)安全作出了重要貢獻(xiàn),而且有助于大后方的金融現(xiàn)代化建設(shè),在有利于戰(zhàn)時(shí)銀行業(yè)經(jīng)營安全及大后方經(jīng)濟(jì)發(fā)展的同時(shí),更有助于從經(jīng)濟(jì)層面增強(qiáng)抗戰(zhàn)實(shí)力。
[Abstract]:In the early 1940s, the National Government successively promulgated the "interim measures for the Management of Banks in extraordinary periods", the "measures for the Management of Bank Mortgage loans" and the "measures for Managing Bank Credit loans", etc. Together with the savings Bank Act enacted before the war, it constituted the main regulation of the banking business by the National Government in wartime. Based on the unpublished archives, and using the published archives, periodicals and other materials, this paper, through the wartime Chongqing Banking Association, not only complies with the above-mentioned financial regulations of the Ministry of Finance of the National Government, but also the proportion of deposits, credit loans and mortgage loans to the above-mentioned laws and regulations. The combing of many specific provisions and articles of the regulations on the use of funds reveals that the Chongqing Association of Banks urged the government authorities to adjust and amend through continuous discussion and negotiation, which not only made the wartime financial system continuously perfect, Moreover, it has made important contributions to stabilizing the financial order and ensuring the economic security in wartime, and is conducive to the financial modernization construction in the rear area, which is conducive to the safety of banking management and the economic development of the rear area during the wartime. It will also help to strengthen the strength of the War of Resistance at the economic level.
