【摘要】：城鎮(zhèn)化進程既是經(jīng)濟發(fā)展、人口轉(zhuǎn)移的過程,也是產(chǎn)業(yè)結(jié)構(gòu)演進,生產(chǎn)、生活發(fā)生巨大變化的過程。這個過程對資金、技術(shù)和人才都產(chǎn)生了大量的需求,而進行城鎮(zhèn)化的地區(qū)又多是相對貧窮落后的農(nóng)村地區(qū),因此城鎮(zhèn)化的發(fā)展就必然需要現(xiàn)代金融業(yè)的支持與幫助。與此同時,作為現(xiàn)代金融業(yè)中的骨干力量,大中型商業(yè)銀行的自身規(guī)模和經(jīng)營模式?jīng)Q定了其在農(nóng)村地區(qū)經(jīng)營成本較高不具有比較優(yōu)勢。這就需要適合農(nóng)村地區(qū)的、新型的金融機構(gòu)來為城鎮(zhèn)化進程提供服務(wù)與支持。為此,在中國農(nóng)村金融市場中一類新型機構(gòu)應(yīng)運而生,這就是村鎮(zhèn)銀行。村鎮(zhèn)銀行的誕生和發(fā)展必將在農(nóng)村城鎮(zhèn)化進程中發(fā)揮至關(guān)重要的作用。河北省地處華北平原,是人口大省,更是農(nóng)業(yè)大省。截至2013年底,河北省共成立了36家村鎮(zhèn)銀行,這些村鎮(zhèn)銀行在河北省農(nóng)村城鎮(zhèn)化進程中的發(fā)展對策以及如何發(fā)揮積極作用就成為重要的研究課題。前人對村鎮(zhèn)銀行及類似的金融機構(gòu)已進行了較為充分的研究,但針對河北省具體情況進行的研究還很少,特別是將河北省村鎮(zhèn)銀行放在城鎮(zhèn)化這個大背景下進行研究目前還是空白。本文在借鑒國外成功經(jīng)驗的同時,采用規(guī)范與實證相結(jié)合的方法進行了研究。首先本文在緒論部分介紹了研究背景、意義和方法;隨后介紹了城鎮(zhèn)化與村鎮(zhèn)銀行等基本概念、理論基礎(chǔ)以及國外類似金融機構(gòu)的相關(guān)經(jīng)驗,并進行了文獻綜述;在論文的主體部分對村鎮(zhèn)銀行在河北省城鎮(zhèn)化進程中的作用進行了分析與闡述,并從外部經(jīng)營環(huán)境和自身建設(shè)等方面進行了分析,發(fā)現(xiàn)城鎮(zhèn)化進程中河北省村鎮(zhèn)銀行還存在所處地區(qū)經(jīng)濟落后、金融排斥、政策支持力度有限與干預(yù)過度并存、資金不足、風險防控能力差、缺乏專業(yè)人才、產(chǎn)品差異化程度低等問題;在此基礎(chǔ)上,論文最后一部分提出了城鎮(zhèn)化進程中河北省村鎮(zhèn)銀行的發(fā)展思路和可選模式,并分別從微觀和宏觀層面提出了村鎮(zhèn)銀行加強自身建設(shè)和政府部門改善村鎮(zhèn)銀行外部經(jīng)營環(huán)境、完善監(jiān)管的建議。
[Abstract]:The process of urbanization is not only the process of economic development, population transfer, but also the process of industrial structure evolution, production and life. This process has produced a great deal of demand for capital, technology and talents, and the areas that carry out urbanization are relatively poor and backward rural areas, so the development of urbanization must need the support and help of the modern financial industry. At the same time, as the backbone of modern financial industry, large and medium-sized commercial banks have no comparative advantage because of their own size and management mode. This requires new types of financial institutions suitable for rural areas to provide services and support for the urbanization process. Therefore, in China's rural financial market, a new type of institutions came into being, this is the village bank. The birth and development of village banks will play a vital role in the process of rural urbanization. Hebei Province is located in the North China Plain, is a large population province, but also a large agricultural province. Up to the end of 2013, 36 village banks have been established in Hebei Province. The development countermeasures and how to play a positive role in the process of rural urbanization in Hebei Province has become an important research topic. Previous studies of village and town banks and similar financial institutions have been carried out more fully, but few studies have been conducted on the specific conditions of Hebei Province. In particular, Hebei Village Bank in the context of urbanization is still blank. While learning from the successful experience of foreign countries, this paper adopts the method of combining normative and empirical research. First of all, this paper introduces the background, significance and methods of the research in the introduction, then introduces the basic concepts of urbanization and village banks, the theoretical basis and the relevant experience of similar foreign financial institutions, and carries on a literature review. In the main part of the paper, the role of village banks in the process of urbanization in Hebei Province is analyzed and expounded, and the external management environment and self-construction are analyzed. It is found that in the process of urbanization, the village and town banks of Hebei Province still exist in the backward economy, financial exclusion, limited policy support and excessive interference, lack of funds, poor ability of risk prevention and control, and lack of professional talents. On the basis of this, the last part of the paper puts forward the development thinking and optional mode of Hebei Village Bank in the process of urbanization. And put forward from the micro and macro level of the village bank to strengthen its own construction and government departments to improve the external operating environment of village banks, and improve the supervision of the recommendations.
