【摘要】：我國是一個農(nóng)業(yè)大國,在國家穩(wěn)健的貨幣政策下,金融機構(gòu)信貸規(guī)模趨緊,導(dǎo)致企業(yè)和農(nóng)戶資金緊缺,民間金融異�；钴S,風(fēng)險也日益擴大,同時民間金融又是發(fā)展農(nóng)村經(jīng)濟發(fā)展的必要條件,因此對于民間金融的引導(dǎo)與規(guī)范迫在眉睫,因我國各地的地理環(huán)境差異性比較大,各地經(jīng)濟水平和市場化程度展不同,民間金融組織的發(fā)展水平及運行狀況也各不相同。河北省從地理位置上劃分是我國東部區(qū)域,處于京津冀經(jīng)濟區(qū)和環(huán)渤海經(jīng)濟區(qū)輻射地帶。但是河北省的民間金融發(fā)展水平、運行機制相對于浙江蘇閩等市場經(jīng)濟發(fā)達的地區(qū)仍有較大的差距。民間融資規(guī)模相對小,民營經(jīng)濟發(fā)展相對緩慢。因此,分析河北省民間金融有兩個方面的意義：一是民間金融長期存活于地下狀態(tài),運作不規(guī)范,通過調(diào)研總結(jié)可以對河北省目前民間金融的存在狀態(tài)有清晰的認識；二是目前河北省民間金融政策環(huán)境寬松,為農(nóng)村民間金融發(fā)展提供新契機,本文分析了河北農(nóng)村民間金融的發(fā)展現(xiàn)狀和存在問題,從而找出解決路徑,有效解決農(nóng)村信貸市場中的供求失衡問題、提高資源配置效率、發(fā)展農(nóng)村經(jīng)濟。 本文主要采用了調(diào)查問卷分析、定量定性分析和對比分析的方法研究河北省的農(nóng)村民間金融的發(fā)展現(xiàn)狀及發(fā)展中所產(chǎn)生的問題,從而提供規(guī)范性發(fā)展河北農(nóng)村民間金融的結(jié)論建議。 首先,本文先研究了關(guān)于農(nóng)村民間金融的理論基礎(chǔ),如金融深化和金融抑制理論,介紹了我國民間金融的概念、形式和發(fā)展歷程,在此基礎(chǔ)上展開,深入分析發(fā)展農(nóng)村民間金融對發(fā)展農(nóng)村經(jīng)濟具有一定的現(xiàn)實意義。 其次,通過對河北省農(nóng)村經(jīng)濟發(fā)展的現(xiàn)狀和對民間借貸的調(diào)查問卷分析,定量分析我省農(nóng)村金融的融資特征和環(huán)境。表明河北農(nóng)村地區(qū)正規(guī)金融的供給不足,是民間金融快速發(fā)展的主要原因。 再次,從河北農(nóng)村民間金融的組織形式和發(fā)展特點兩個方面,對其發(fā)展現(xiàn)狀進行了描述,并從民間金融自身風(fēng)險和外界環(huán)境幾個方面分析了發(fā)展過程中所產(chǎn)生的問題。 最后,對河北省民間金融的發(fā)展提供對策建議,建立河北省金融的多層體系,提高資源配置效率。
[Abstract]:China is a large agricultural country. Under the steady monetary policy of our country, the credit scale of financial institutions is becoming tighter and tighter, which leads to the shortage of funds for enterprises and farmers, the extraordinary activity of non-governmental finance, and the increasing risks. At the same time, non-governmental finance is the necessary condition for the development of rural economy. Therefore, the guidance and standardization of non-governmental finance is imminent. The geographical environment is quite different in different parts of the country, the economic level and market-oriented development are different in different parts of the country, and the level of development and operation of non-governmental financial organizations are also different. The scale of private financing is relatively small, and the development of private economy is relatively slow. Therefore, the analysis of private finance in Hebei Province has two meanings: first, the long-term survival of private finance in the underground state, the operation is not standardized, through research and summary. In order to have a clear understanding of the existing state of Non-governmental Finance in Hebei Province, and to provide a new opportunity for the development of rural non-governmental finance, this paper analyzes the current situation and existing problems of Non-governmental Finance in Hebei Province, so as to find a solution to effectively solve the supply of rural credit market. Seek imbalance, improve the efficiency of resource allocation, and develop rural economy.
This paper mainly uses questionnaire analysis, quantitative and qualitative analysis and comparative analysis to study the current situation and problems of Rural Non-governmental Finance in Hebei Province, so as to provide conclusions and suggestions for the standardized development of Rural Non-governmental Finance in Hebei Province.
First of all, this paper studies the theoretical basis of rural non-governmental finance, such as the theory of financial deepening and financial restraint, introduces the concept, form and development process of China's non-governmental finance, on this basis, in-depth analysis of the development of Rural Non-governmental Finance for the development of rural economy has a certain practical significance.
Secondly, through the analysis of the present situation of rural economic development in Hebei Province and the questionnaire of non-governmental lending, this paper quantitatively analyzes the financing characteristics and environment of rural finance in Hebei Province.
Thirdly, the paper describes the development status of Hebei Rural Non-governmental Finance from two aspects of its organizational form and development characteristics, and analyzes the problems arising in the development process from the aspects of its own risks and external environment.
Finally, the paper provides countermeasures and suggestions for the development of Non-governmental Finance in Hebei Province, establishes a multi-level financial system in Hebei Province, and improves the efficiency of resource allocation.
