【摘要】：新三板特指中關村科技園區(qū)非上市股份有限公司股份報價轉讓系統(tǒng),它是為處于發(fā)展初期的中小高科技企業(yè)和其他創(chuàng)新型企業(yè)服務的。新三板已成為我國場外市場的一個重要組成部分,發(fā)揮著越來越重要的作用。經(jīng)過六年的發(fā)展,新三板市場運行情況良好,取得了一定的成績。但是,新三板由于仍然處在試點階段,目前只有北京中關村科技園區(qū)一個試點,還在探索的過程中。為加快和規(guī)范場外交易,近年來,國家一直在醞釀擴大試點范圍,中國證監(jiān)會將其列入2011年重點工作之一,現(xiàn)經(jīng)過多方努力,擴容工作已進入實質性運作階段。各個國家級高新技術產(chǎn)業(yè)開發(fā)區(qū)都在積極申請進入新三板市場擴大試點范圍,因此,研究合肥高新區(qū)培育新三板上市公司的對策對推進合肥高新區(qū)新三板擴大試點申報工作有一定現(xiàn)實意義。 本文首先綜合分析了我國新三板市場的基本情況,包括我國新三板市場的基本政策制度、新三板市場發(fā)展現(xiàn)狀、我國高新區(qū)基本情況以及主辦券商與掛牌公司基本情況。其次,分析研究了合肥高新區(qū)培育新三板上市公司的基本情況,包括合肥高新區(qū)基本情況、合肥高新區(qū)申報企業(yè)及中介機構基本情況、合肥高新區(qū)爭取進入新三板試點的基本情況、合肥高新區(qū)培育新三板上市公司的相關政策,找出了合肥高新區(qū)培育新三板上市公司存在的主要問題；然后,在借鑒其他高新區(qū)經(jīng)驗并結合合肥高新區(qū)實際情況的基礎上,從九個方面提出了合肥高新區(qū)培育新三板上市公司的對策建議。
[Abstract]:The new third board specially refers to the share quotation transfer system of Zhongguancun Science and Technology Park Unlisted Co., Ltd. It serves small and medium-sized high-tech enterprises and other innovative enterprises in the early stage of development. New three-board has become an important part of our over-market, playing an increasingly important role. After six years of development, the new three-board market operation is good, has made certain achievements. However, because the new third board is still in the pilot stage, there is only one pilot in Beijing Zhongguancun Science and Technology Park, which is still in the process of exploration. In order to speed up and standardize over-the-counter transactions, in recent years, the state has been brewing to expand the scope of the pilot, China Securities Regulatory Commission will be included in 2011 one of the key work, now through various efforts, the expansion work has entered the substantive stage of operation. Various national high-tech industrial development zones are actively applying for entry into the new third board market to expand the scope of the pilot, so, It is of practical significance to study the countermeasures of cultivating new three board listed companies in Hefei Hi-tech Development Zone to promote the application of new three boards in Hefei High and New Technology Zone. This paper firstly analyzes the basic situation of the new third board market in China, including the basic policy system of the new third board market, the current situation of the new third board market, the basic situation of China's high-tech development zone and the basic situation of the host securities dealers and listed companies. Secondly, the paper analyzes and studies the basic situation of cultivating new three board listed companies in Hefei High-tech Zone, including the basic situation of Hefei High-Tech Zone, and the basic situation of the enterprises and intermediary agencies of Hefei High-Tech Zone. The basic situation of Hefei Hi-Tech Development Zone striving to enter the new three boards pilot projects, the relevant policies of Hefei High-Tech Zone to cultivate new three boards listed companies, and the main problems of cultivating new three boards listed companies in Hefei High-Tech Zone are found out; then, Based on the experience of other high-tech zones and the actual situation of Hefei high-tech development zone, the countermeasures and suggestions of cultivating new three board listed companies in Hefei high and new technology zone are put forward from nine aspects.
