【摘要】：隨著全球人口數(shù)量的上升和經(jīng)濟的不斷發(fā)展,環(huán)境污染也越來越嚴重。由溫室氣體排放造成的全球變暖問題正在為世界所重視,各國都在尋找解決方法。低碳經(jīng)濟作為解決問題的最好辦法已經(jīng)成為了各國未來經(jīng)濟發(fā)展的重點。一場以低碳經(jīng)濟為核心的產(chǎn)業(yè)革命已經(jīng)開始,低碳經(jīng)濟不但是未來世界經(jīng)濟發(fā)展的大方向,更已成為全球經(jīng)濟新的支柱之一,也成為了未來經(jīng)濟競爭的關(guān)鍵。在這樣的背景下,中國發(fā)展低碳經(jīng)濟的呼聲也越來越高。改革開放三十多年來,中國經(jīng)濟的快速發(fā)展是以大量資源的消耗和環(huán)境的犧牲為代價的。這種經(jīng)濟發(fā)展方式已經(jīng)給我們帶來了很多的教訓,所以未來的中國一定要以發(fā)展低碳經(jīng)濟作為核心,建立可持續(xù)發(fā)展的經(jīng)濟模式。而安徽作為一個傳統(tǒng)的能源大省,高碳化的經(jīng)濟結(jié)構(gòu)一直制約著經(jīng)濟的發(fā)展。這種傳統(tǒng)的經(jīng)濟發(fā)展方式嚴重受到資源環(huán)境的約束,不具備可持續(xù)發(fā)展性。在這樣的背景下,安徽發(fā)展低碳經(jīng)濟已經(jīng)成為了必然的選擇。發(fā)展低碳經(jīng)濟是一項系統(tǒng)而復雜的工作,金融作為現(xiàn)代經(jīng)濟的中心自然需要對其進行支持。低碳經(jīng)濟的發(fā)展和成長需要政府政策制度、低碳技術(shù)進步和金融資本的共同支持,三者缺一不可。并且在這三個要素中,最重要的就是金融的支持。因為只有更多的金融資本投入進來支持低碳經(jīng)濟的發(fā)展,相關(guān)的政府政策才能發(fā)揮效用,低碳技術(shù)才能獲得進一步發(fā)展的基礎(chǔ)。 本文的探討將進一步豐富和發(fā)展金融支持經(jīng)濟理論,促進低碳金融理論的發(fā)展,并且在實際研究的基礎(chǔ)上提出一些發(fā)展低碳金融方面的對策建議,為安徽政府出臺發(fā)展碳金融、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的政策提供有意義的理論依據(jù)。 文章一共分為六個部分。第一部分對于文章的研究背景和意義進行了分析,確立了文章研究內(nèi)容的現(xiàn)實性和重要性,然后對低碳經(jīng)濟、碳金融等方面的國內(nèi)外研究現(xiàn)狀進行綜述。第二部分研究了低碳金融發(fā)展的相關(guān)理論,還分析了低碳金融與低碳經(jīng)濟的關(guān)系,并且介紹了國內(nèi)外碳金融發(fā)展實踐的主要內(nèi)容。第三部分首先是安徽低碳經(jīng)濟發(fā)展的必要性分析,其中包括了安徽低碳經(jīng)濟發(fā)展的國外壓力、國內(nèi)壓力以及省內(nèi)壓力三方面；然后論述了發(fā)展低碳金融支持低碳經(jīng)濟的必要性。低碳金融可以促進低碳技術(shù)發(fā)展,幫助企業(yè)投入低碳經(jīng)濟發(fā)展,還可以幫助低碳產(chǎn)品市場營銷。第四部分分析安徽低碳經(jīng)濟的發(fā)展現(xiàn)狀。安徽在低碳經(jīng)濟方面首先取得了一些成就：新能源產(chǎn)業(yè)發(fā)展迅速,研發(fā)低碳技術(shù)取得一定成果；建筑、工業(yè)與交通三大重點節(jié)能領(lǐng)域取得良好成果；低碳農(nóng)業(yè)發(fā)展形成模式,林業(yè)碳匯發(fā)展?jié)摿Υ蟆．斎话不盏牡吞冀?jīng)濟發(fā)展也還存在許多不足：化石能源消費旺盛,清潔能源資源不足；工業(yè)領(lǐng)域的高碳能源消耗巨大,減排任務(wù)艱巨；建筑、交通領(lǐng)域節(jié)能減排面臨巨大壓力,工作推進緩慢。第五部分是研究安徽金融支持低碳經(jīng)濟的現(xiàn)狀：低碳金融發(fā)展的相關(guān)政策相繼出臺；商業(yè)銀行和政策性銀行加快低碳信貸發(fā)展；安徽的碳排放交易初步得到發(fā)展。然后文章就安徽金融支持低碳經(jīng)濟存在的問題進行分析。目前安徽存在的問題有：低碳金融發(fā)展政策體系不完善；低碳金融的衍生產(chǎn)品和服務(wù)單一,創(chuàng)新不足；基于CDM項目的碳排放交易發(fā)展問題多多；金融機構(gòu)對低碳金融的認識不足；低碳金融組織體系不完善,非銀行金融機構(gòu)參與度低。第六部分是根據(jù)前文分析的問題提出對策建議：構(gòu)建完善的低碳金融發(fā)展政策體系；開發(fā)低碳衍生金融產(chǎn)品和服務(wù),構(gòu)建完善的低碳金融產(chǎn)品體系；建立健全碳排放交易市場,促進碳排放交易發(fā)展；加強宣傳和培訓,提高金融機構(gòu)對碳金融的認識；鼓勵發(fā)展低碳金融的人才,幫助金融機構(gòu)加強對相關(guān)知識的認識；健全低碳金融的組織體系,增加非銀行金融機構(gòu)的參與度。
[Abstract]:With the increase of global population and the continuous development of economy, environmental pollution is becoming more and more serious. The global warming caused by greenhouse gas emissions is attracting worldwide attention and countries are looking for solutions. Carbon economy as the core of the industrial revolution has begun, low-carbon economy is not only the future direction of world economic development, but also has become one of the new pillars of the global economy, has become the key to future economic competition. The rapid development is at the expense of a large amount of resources and the sacrifice of the environment. This economic development mode has brought us a lot of lessons, so the future of China must take the development of low-carbon economy as the core and establish a sustainable economic model. In this context, the development of low-carbon economy in Anhui has become an inevitable choice. The development of low-carbon economy is a systematic and complex work, and finance is the center of modern economy. The development and growth of low-carbon economy need government policies and systems, low-carbon technological progress and financial capital support, all of which are indispensable. And the most important of these three elements is financial support. Government policy can only be effective, and low carbon technology can be further developed.
This paper will further enrich and develop financial support economic theory, promote the development of low-carbon financial theory, and on the basis of practical research put forward some countermeasures and suggestions on the development of low-carbon finance, for the Anhui government to develop carbon finance, optimize the industrial structure policy to provide a meaningful theoretical basis.
The article is divided into six parts. The first part analyzes the research background and significance of the article, establishes the reality and importance of the research content, and then summarizes the research status of low-carbon economy, carbon finance at home and abroad. The third part firstly analyzes the necessity of the development of Anhui's low-carbon economy, including the foreign pressure, the domestic pressure and the provincial pressure; then discusses the development of low-carbon finance to support low-carbon economy. Low-carbon finance can promote the development of low-carbon technology, help enterprises to invest in low-carbon economic development, but also help marketing of low-carbon products. Part IV analyzes the development status of Anhui low-carbon economy. Anhui has made some achievements in low-carbon economy: the rapid development of new energy industry, research and development of low-carbon technology extraction. Of course, there are still many shortcomings in the development of low-carbon economy in Anhui Province: vigorous consumption of fossil energy, inadequate clean energy resources; huge consumption of high-carbon energy in the industrial sector, reducing. The fifth part is to study the status quo of Anhui financial support for low-carbon economy: the relevant policies for low-carbon financial development have been promulgated one after another; commercial banks and policy banks to speed up the development of low-carbon credit; Anhui's carbon emissions trading has initially developed. Then the paper analyzes the problems of financial support for low-carbon economy in Anhui Province. The problems in Anhui Province are as follows: the policy system of low-carbon financial development is not perfect; the derivatives and services of low-carbon finance are single and lack of innovation; there are many problems in the development of carbon emissions trading based on CDM projects; financial institutions have no understanding of low-carbon finance. The sixth part is based on the analysis of the previous problems and suggestions: building a sound low-carbon financial development policy system; developing low-carbon derivative financial products and services, building a sound low-carbon financial product system; establishing and improving the carbon emissions trading market. We should promote the development of carbon emissions trading, strengthen publicity and training, raise awareness of carbon finance among financial institutions, encourage the development of low-carbon financial talents, help financial institutions to enhance their understanding of relevant knowledge, improve the organizational system of low-carbon finance, and increase the participation of non-bank financial institutions.
