低碳時代我國碳金融機制研究

【摘要】：氣候變化問題已成為人類在21世紀甚至更長時間共同面臨的難題之一，也成為了國際政治、經(jīng)濟、環(huán)保等領域的中心議題。發(fā)展低碳經(jīng)濟成為了全球經(jīng)濟發(fā)展的新趨勢，低碳時代也已到來。金融作為現(xiàn)代經(jīng)濟核心，是發(fā)展低碳經(jīng)濟必不可少的助推器之一。碳金融即是應對氣候變化的金融解決方案，它的興起源于國際氣候政策變化�？梢灶A見，碳金融市場將成為未來全球最重要的市場之一，而碳金融主導權，更是成為了各國利益博弈的焦點。我國正處于經(jīng)濟轉(zhuǎn)型的重要時期，碳金融作為一個全新的領域，與傳統(tǒng)金融領域存在較大差異，我國現(xiàn)有的金融機制難以適應甚至阻礙了碳金融的發(fā)展，碳金融機制尚未健全，相關的知識、信息都不足以支撐起整個碳金融的發(fā)展，這里面包含著重大的系統(tǒng)風險和隱患。構(gòu)建完善的碳金融機制，對于促進我國低碳經(jīng)濟健康有序的發(fā)展，，應對氣候變化和能源問題的挑戰(zhàn)，實現(xiàn)經(jīng)濟的可持續(xù)發(fā)展有著重要的意義。 本文首先介紹了碳金融及其機制的內(nèi)涵和功能，然后研究了我國碳金融機制存在的問題以及制約其發(fā)展的主要因素，再通過比較分析國外完善碳金融機制的做法，歸納出值得我國借鑒與參考的先進經(jīng)驗。在上述基礎上，本文結(jié)合構(gòu)建碳金融機制需遵循的原則，在理論上從宏觀和微觀兩個層面設計了碳金融機制構(gòu)架：宏觀層面包括法律保障機制，政府激勵機制，風險防范機制以及監(jiān)管約束機制；微觀層面包括市場準入機制，交易機制，融資機制和創(chuàng)新機制。最后提出了構(gòu)建我國碳金融機制的具體措施，即加快完善相關法律制度，加大政策扶持力度，同時加強財會服務體系建設，推進碳金融基礎設施建設，積極培育中介市場，打造國際化的碳交易市場，規(guī)范碳市場信息披露制度。
[Abstract]:The issue of climate change has become one of the common problems in the 21st century or even more, and has also become the central issue in the field of international politics, economy, environmental protection and so on. Development of low-carbon economy has become a new trend of global economic development, low-carbon era has come. As the core of modern economy, finance is one of the indispensable boosters to develop low-carbon economy. Carbon finance is a financial solution to climate change. It can be predicted that the carbon financial market will become one of the most important markets in the world in the future. China is in an important period of economic transformation, carbon finance as a new field, and the traditional financial field there is a great difference, our existing financial mechanisms are difficult to adapt to or even hinder the development of carbon finance, carbon finance mechanism has not been perfect. Relevant knowledge and information are not enough to support the development of carbon finance, which contains significant systemic risks and hidden dangers. It is of great significance to construct a perfect carbon finance mechanism to promote the healthy and orderly development of low-carbon economy, to deal with the challenges of climate change and energy problems, and to realize the sustainable development of economy. This paper first introduces the connotation and function of carbon finance and its mechanism, then studies the existing problems of carbon finance mechanism in China and the main factors restricting its development, and then analyzes the methods of perfecting carbon finance mechanism in foreign countries. Summarize the advanced experience that our country uses for reference. On the basis of the above, this paper designs the framework of carbon finance mechanism from the macro and micro levels, which includes the legal safeguard mechanism, the government incentive mechanism, and the principles to be followed in the construction of the carbon finance mechanism. The micro level includes market access mechanism, transaction mechanism, financing mechanism and innovation mechanism. Finally, the paper puts forward the concrete measures to construct the carbon finance mechanism of our country, that is, to accelerate the improvement of the relevant legal system, to increase the policy support, to strengthen the construction of the financial and accounting service system, to promote the construction of the carbon finance infrastructure, and to foster the intermediary market actively. Create an international carbon trading market, standardize the carbon market information disclosure system.
