【摘要】：投資是促進經(jīng)濟增長的重要動力之一,既可以拉動對生產(chǎn)資料和勞務(wù)商品進而對消費資料的需求,引起國民需求總量的增加,也可以向社會在生產(chǎn)過程注入新的生產(chǎn)要素,增加資本積累,進而增加生產(chǎn)資料的供給,這兩種方式均會在一定程度上帶動一個國家或地區(qū)的經(jīng)濟增長。尤其對于內(nèi)蒙古自治區(qū),自改革開放以及西部大開發(fā)戰(zhàn)略實施以來,其經(jīng)濟高速發(fā)展,人均收入不斷提高,地區(qū)綜合經(jīng)濟實力穩(wěn)步上升,對我國經(jīng)濟運行發(fā)展的作用日益重要。對于內(nèi)蒙古自治區(qū)的這種發(fā)展模式,在投資發(fā)揮首要貢獻作用的同時,也存在基礎(chǔ)設(shè)施建設(shè)滯后、產(chǎn)業(yè)結(jié)構(gòu)不合理、投資結(jié)構(gòu)有待優(yōu)化、區(qū)域發(fā)展不平衡等問題,使得對于投資與內(nèi)蒙古經(jīng)濟增長之間關(guān)系的研究具有重要的現(xiàn)實意義。 投資與經(jīng)濟增長的關(guān)系受到社會多種因素影響作用,將投資按地域劃分為國內(nèi)投資和國外投資加以區(qū)別研究顯得十分必要,以保障政府有效制定宏觀經(jīng)濟政策,優(yōu)化國內(nèi)固定資產(chǎn)投資結(jié)構(gòu)、更好的利用國際投資,更加直接、有效的促進內(nèi)蒙古自治區(qū)的經(jīng)濟增長。本文通過對1986-2009年內(nèi)蒙古自治區(qū)的經(jīng)濟數(shù)據(jù)進行了收集和整理,在對內(nèi)蒙古自治區(qū)經(jīng)濟增長和投資現(xiàn)狀分析的基礎(chǔ)上,進一步選取VAR模型作為計量研究基礎(chǔ),對國內(nèi)外投資與內(nèi)蒙古經(jīng)濟增長的關(guān)系進行了實證研究。 通過經(jīng)濟增長和投資現(xiàn)狀分析,近幾年內(nèi)蒙古經(jīng)濟的輝煌過度依賴資源、能源,而且區(qū)域發(fā)展不平衡也是內(nèi)蒙古經(jīng)濟發(fā)展中的大問題,而在目前國家大力倡導節(jié)能減排、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)和轉(zhuǎn)變經(jīng)濟發(fā)展方式的大環(huán)境下,內(nèi)蒙古需要做的還很多；VAR模型結(jié)果則指出內(nèi)蒙古固定資產(chǎn)投資和外商直接投資與經(jīng)濟增長存在長期穩(wěn)定的比例關(guān)系；盡管固定資產(chǎn)投資對內(nèi)蒙古經(jīng)濟增長的貢獻明顯大于外商直接投資,鑒于內(nèi)蒙古在利用外商直接投資起步較晚,目前正處于大踏步前進的階段,外商直接投資對內(nèi)蒙古經(jīng)濟增長的貢獻越來越大。因此,為從投資角度保障內(nèi)蒙古自治區(qū)經(jīng)濟長期、穩(wěn)定、快速發(fā)展,本文提出了優(yōu)化固定資產(chǎn)投資結(jié)構(gòu)、進一步加大內(nèi)蒙古對外招商引資力度的政策建議。
[Abstract]:Investment is one of the important driving forces to promote economic growth. It can not only stimulate the demand for the means of production and labor services and then for the consumption materials, but also increase the total amount of national demand, and also inject new factors of production into the society in the process of production. To increase the capital accumulation and then increase the supply of the means of production, these two ways will to a certain extent promote the economic growth of a country or region. Especially for Inner Mongolia Autonomous region, since the implementation of the strategy of reform and opening up and the development of the western region, its economy has developed at a high speed, its per capita income has been constantly rising, and the regional comprehensive economic strength has risen steadily, which is increasingly important to the development of our country's economic operation. For this development model of Inner Mongolia Autonomous region, while investment plays a primary role, there are also problems such as lagged infrastructure construction, unreasonable industrial structure, investment structure to be optimized, unbalanced regional development, and so on. It is of great practical significance to study the relationship between investment and economic growth in Inner Mongolia. The relationship between investment and economic growth is influenced by many social factors, so it is necessary to divide investment into domestic investment and foreign investment in order to ensure the government to formulate macroeconomic policies effectively. Optimize the structure of domestic fixed assets investment, make better use of international investment, and promote the economic growth of Inner Mongolia Autonomous region more directly and effectively. This paper collects and collates the economic data of Inner Mongolia Autonomous region from 1986 to 2009, and on the basis of analyzing the present situation of economic growth and investment in Inner Mongolia Autonomous region, further selects the VAR model as the basis of econometric research. This paper makes an empirical study on the relationship between domestic and foreign investment and economic growth in Inner Mongolia. Through the analysis of the present economic growth and investment situation, the resplendence of Inner Mongolia economy in recent years has been excessively dependent on resources and energy, and the imbalance of regional development is also a major problem in the economic development of Inner Mongolia. At present, Inner Mongolia has vigorously advocated energy conservation and emission reduction. Under the circumstances of optimizing the industrial structure and changing the mode of economic development, there are still many VAR models that need to be done in Inner Mongolia to point out that there is a long-term stable proportional relationship between fixed asset investment and foreign direct investment in Inner Mongolia and economic growth. Although the contribution of fixed asset investment to the economic growth of Inner Mongolia is obviously greater than that of foreign direct investment, in view of the fact that Inner Mongolia started relatively late in using foreign direct investment, it is now in the stage of making great strides forward. Foreign direct investment (FDI) has contributed more and more to economic growth in Inner Mongolia. Therefore, in order to ensure the long-term, stable and rapid development of Inner Mongolia's economy from the angle of investment, this paper puts forward some policy suggestions on optimizing the investment structure of fixed assets and further increasing the intensity of foreign investment in Inner Mongolia.
