中國郵政儲蓄銀行發(fā)展戰(zhàn)略研究

【摘要】:中國郵政儲蓄銀行從國家郵政的郵政儲匯局體制改革脫胎而出,被批準(zhǔn)成為中國郵政儲蓄銀行股份有限公司,作為中國郵政集團(tuán)公司下屬的全資控股的子公司之一,這一點(diǎn)是和其他大型商業(yè)銀行存在著很大的區(qū)別。本文從研究郵儲銀行的外部環(huán)境和內(nèi)部環(huán)境著手,剖析了郵儲銀行在市場競爭中的優(yōu)勢和劣勢,機(jī)遇與挑戰(zhàn)。然后,通過理論分析,重視發(fā)揮郵儲銀行自身的優(yōu)勢、盡力彌補(bǔ)劣勢的不足為出發(fā)點(diǎn),得出郵儲銀行的戰(zhàn)略定位,通過管理轉(zhuǎn)型、經(jīng)營服務(wù)轉(zhuǎn)型、流程再造、業(yè)務(wù)戰(zhàn)略和錯位經(jīng)營等措施,在實現(xiàn)郵儲銀行持續(xù)健康發(fā)展和綜合能力得到提升的情況下,和郵政集團(tuán)實現(xiàn)資源共享,從而最大化郵銀的整體利益是本文所研究的重點(diǎn)。 郵儲銀行具有無可比擬的全方位多覆蓋的網(wǎng)點(diǎn)資源優(yōu)勢,百年郵政也賦于郵儲銀行的先天信譽(yù)優(yōu)勢,而且沒有不良資產(chǎn)的歷史包袱,更有著一支作風(fēng)樸實、扎根城鄉(xiāng)、勤勉盡職的員工隊伍資源;但是同時也存在著許多需要改進(jìn)和完善的劣勢,比如抵御各類風(fēng)險的能力比較薄弱、業(yè)務(wù)發(fā)展的品種和質(zhì)量還不是很全面、經(jīng)營人員的素質(zhì)與所需的職業(yè)技術(shù)水準(zhǔn)難以達(dá)到現(xiàn)代商業(yè)銀行所需要的素質(zhì)標(biāo)準(zhǔn),在人力資源方面的專業(yè)人才匱乏而且員工結(jié)構(gòu)不合理、營業(yè)網(wǎng)點(diǎn)的建設(shè)環(huán)境和服務(wù)功能有待改善,對員工的激勵約束機(jī)制不夠科學(xué)合理等,這些都在一定程度上限制了郵政儲蓄銀行向大型的零售商業(yè)銀行轉(zhuǎn)變的步伐,,由于郵儲銀行的產(chǎn)生至今仍然可以說是一件新生事物,所以在它的發(fā)展模式和方向以及開發(fā)和應(yīng)用的管理經(jīng)驗上來講,不可能有太多的經(jīng)驗可以學(xué)習(xí)和運(yùn)用。因此,根據(jù)郵政儲蓄銀行總行提出的戰(zhàn)略規(guī)劃,在此基礎(chǔ)上,怎樣建立相應(yīng)的業(yè)務(wù)層的戰(zhàn)略和職能層的戰(zhàn)略并實施,實現(xiàn)向大型零售商業(yè)銀行的轉(zhuǎn)型就格外值得重視。
[Abstract]:The Postal savings Bank of China emerged from the reform of the postal storage and exchange bureau of the State Post and was approved to become the China Post savings Bank Co., Ltd., as one of the wholly owned subsidiaries of the China Post Group Company. This is very different from other large commercial banks. This paper analyzes the advantages and disadvantages, opportunities and challenges of the Postal savings Bank in the market competition from the study of the external and internal environment of the Postal savings Bank. Then, through theoretical analysis, attach importance to giving play to the advantages of Postal savings Bank, try to make up for the disadvantages as the starting point, draw the strategic positioning of the Postal savings Bank, through management transformation, business service transformation, process reengineering, Business strategy and misplacement management, under the condition of realizing the sustainable and healthy development of Postal savings Bank and the promotion of comprehensive ability, and the sharing of resources with Postal Group, thus maximizing the overall benefit of Postal Bank is the key point of this paper. The Postal savings Bank has the unparalleled advantage of all-directional and multi-coverage network resources, and the century-old postal service also gives the postal savings bank the innate credit advantage, and there is no historical burden of non-performing assets, and it has a simple style of work, which is rooted in the urban and rural areas. Diligent and dedicated workforce resources; however, there are many disadvantages that need to be improved and improved, such as weak ability to withstand various risks, and the variety and quality of business development is not very comprehensive. The quality of management personnel and the required professional and technical standards are difficult to meet the quality standards required by modern commercial banks, the professional personnel in human resources are scarce and the structure of employees is unreasonable. The construction environment and service functions of business outlets need to be improved, and the incentive and restraint mechanism for employees is not scientific and reasonable. To a certain extent, these have restricted the pace of transformation from postal savings banks to large retail commercial banks. Since the emergence of Postal savings Bank can still be said to be a new thing, it is impossible to learn and apply too much experience in its development mode and direction, as well as in the management experience of development and application. Therefore, according to the strategic plan put forward by the head office of Postal savings Bank, how to establish and implement the strategy and function level of the corresponding business level and realize the transition to a large retail commercial bank is especially worthy of attention.
