【摘要】：在以跨國公司為主導(dǎo)的經(jīng)濟(jì)全球化浪潮中,外商直接投資(Foreign Direct Investment, FDI)作為技術(shù)轉(zhuǎn)移的載體,成為世界各國尤其是發(fā)展中國家提高技術(shù)創(chuàng)新能力和促進(jìn)經(jīng)濟(jì)增長的重要途徑。我國自改革開放以來,FDI迅速增長,FDI極大促進(jìn)了我國制造業(yè)生產(chǎn)技術(shù)的革新和工業(yè)總產(chǎn)出的增長。 20世紀(jì)90年代以來,FDI的技術(shù)溢出效應(yīng)在我國理論界備受關(guān)注。以往的研究集中于行業(yè)內(nèi)技術(shù)溢出效應(yīng),隨著產(chǎn)業(yè)關(guān)聯(lián)理論的發(fā)展,越來越多的學(xué)者開始重視行業(yè)間技術(shù)溢出效應(yīng)的研究。本文在借鑒前人研究成果的基礎(chǔ)上,通過理論分析和實(shí)證分析詳細(xì)闡述了行業(yè)間溢出效應(yīng)。 理論分析方面,主要探討了FDI行業(yè)間溢出效應(yīng)產(chǎn)生的機(jī)理,包括溢出效應(yīng)的特點(diǎn)、過程要素、溢出渠道以及影響因素。實(shí)證分析方面,本文選取我國制造業(yè)14個(gè)行業(yè)2001-2010年的行業(yè)面板數(shù)據(jù),通過構(gòu)建計(jì)量模型來檢驗(yàn)FDI行業(yè)間技術(shù)溢出效應(yīng)。之后,本文采用構(gòu)建連乘變量的方法檢驗(yàn)了技術(shù)差距和人力資本對(duì)行業(yè)間技術(shù)溢出效應(yīng)的影響。 計(jì)量結(jié)果表明：我國制造業(yè)FDI存在顯著的行業(yè)內(nèi)和行業(yè)間技術(shù)溢出效應(yīng),并且后者比前者更顯著,后向溢出效應(yīng)比前向溢出效應(yīng)更顯著；技術(shù)差距和行業(yè)間溢出效應(yīng)之間存在負(fù)相關(guān)關(guān)系；人力資本和行業(yè)間溢出效應(yīng)存在正相關(guān)關(guān)系。 在上述研究結(jié)論的基礎(chǔ)上,為了促進(jìn)FDI行業(yè)間技術(shù)溢出提出六點(diǎn)政策建議：(1)改善投資環(huán)境,加大FDI的產(chǎn)業(yè)引導(dǎo)力度；(2)優(yōu)化投資主體,提高跨國公司與內(nèi)資企業(yè)的產(chǎn)業(yè)關(guān)聯(lián)；(3)積極發(fā)展配套企業(yè),增強(qiáng)產(chǎn)業(yè)集群效應(yīng)；(4)提高產(chǎn)品的技術(shù)含量,縮小與跨國公司的技術(shù)差距；(5)提高人力資本水平,提高企業(yè)的吸收能力；(6)實(shí)施知識(shí)產(chǎn)權(quán)保護(hù)制度,加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)。 本文的創(chuàng)新點(diǎn)包括觀點(diǎn)和方法兩個(gè)方面：觀點(diǎn)方面,從產(chǎn)業(yè)關(guān)聯(lián)的角度考察行業(yè)間溢出效應(yīng)；方法方面,通過構(gòu)建連乘變量來實(shí)證檢驗(yàn)影響因素對(duì)行業(yè)間溢出效應(yīng)的影響。
[Abstract]:In the tide of economic globalization dominated by multinational corporations, foreign direct investment (FDI), as the carrier of technology transfer, has become an important way for countries in the world, especially developing countries, to improve their technological innovation ability and promote economic growth. Since the reform and opening up, the rapid increase of FDI in China has greatly promoted the innovation of manufacturing technology and the growth of total industrial output in China. Since the 1990s, the technology spillover effect of FDI has attracted much attention in the theoretical circle of our country. Previous studies focused on the technology spillover effect in the industry. With the development of the theory of industrial relevance, more and more scholars began to pay attention to the technology spillover effect between industries. Based on the previous research results, this paper elaborates the inter-industry spillover effect through theoretical analysis and empirical analysis. In the aspect of theoretical analysis, the mechanism of spillover effect between industries of FDI is discussed, including the characteristics of spillover effect, process factors, spillover channels and influencing factors. In the empirical analysis, this paper selects the industry panel data of 14 manufacturing industries in China from 2001 to 2010, and constructs an econometric model to test the technology spillover effect between industries of FDI. Then, this paper uses the method of constructing multiplicative variables to examine the influence of technology gap and human capital on the technology spillover effect between industries. The results show that there are significant intra-industry and inter-industry technology spillover effects in China's manufacturing FDI, and the latter is more significant than the former, and the backward spillover effect is more significant than the forward spillover effect. There is a negative correlation between technology gap and inter-industry spillover effect, and a positive correlation between human capital and inter-industry spillover effect. On the basis of the above conclusions, in order to promote the technology spillover between industries of FDI, six policy suggestions are put forward: to improve the investment environment, to strengthen the industrial guidance of FDI and to optimize the investment subject and to improve the industrial relationship between multinational corporations and domestic enterprises. 3) actively develop supporting enterprises, enhance the effect of industrial clusters and (4) improve the technological content of products, narrow the technological gap with transnational corporations (5) raise the level of human capital and enhance the absorptive capacity of enterprises / 6) implement the intellectual property protection system. Strengthening the protection of intellectual property rights. The innovation of this paper includes two aspects: from the point of view, from the angle of industrial association, to investigate the inter-industry spillover effect; on the other hand, to empirically test the influence of the influencing factors on the inter-industry spillover effect by constructing continuous multiplicative variables.
