【摘要】：經(jīng)濟(jì)發(fā)展是金融發(fā)展的前提和基礎(chǔ),而金融業(yè)的發(fā)展必然會(huì)推動(dòng)經(jīng)濟(jì)的發(fā)展。國(guó)際金融中心現(xiàn)象是一個(gè)國(guó)家或地區(qū)體現(xiàn)所有強(qiáng)勢(shì)和中心城市核心競(jìng)爭(zhēng)力的表現(xiàn)。現(xiàn)代社會(huì),國(guó)際金融中心的形成必然依托于一個(gè)發(fā)達(dá)經(jīng)濟(jì)體的發(fā)達(dá)城市。而建設(shè)國(guó)際金融中心又可以有效的促進(jìn)一國(guó)的金融發(fā)展。在當(dāng)今經(jīng)濟(jì)全球化的過(guò)程中,國(guó)家間的競(jìng)爭(zhēng)實(shí)際上就是經(jīng)濟(jì)實(shí)力的競(jìng)爭(zhēng),實(shí)際上很大程度上也就是國(guó)際金融中心的競(jìng)爭(zhēng)。世界經(jīng)濟(jì)現(xiàn)狀和歷史經(jīng)驗(yàn)告訴我們,一個(gè)發(fā)達(dá)的國(guó)際金融中心一般都會(huì)給其所在國(guó)帶來(lái)非常大的經(jīng)濟(jì)效益。因此,建設(shè)國(guó)際金融中心一直以來(lái)都是各國(guó)不遺余力投其國(guó)力來(lái)發(fā)展的目標(biāo)。歷史上上海金融業(yè)就有著很強(qiáng)大的基礎(chǔ),改革開(kāi)放以來(lái),上海金融業(yè)更是實(shí)現(xiàn)了健康高速的發(fā)展,早已形成了國(guó)內(nèi)金融中心,并不斷推進(jìn)國(guó)際金融中心的建設(shè)。我國(guó)早在1992年就把上海建設(shè)國(guó)際金融中心定為國(guó)家戰(zhàn)略,并制定了階段性的目標(biāo)和詳盡的戰(zhàn)略規(guī)劃。本文根據(jù)國(guó)際中心的評(píng)價(jià)標(biāo)準(zhǔn),總體采用理論研究和實(shí)證研究相結(jié)合的方法,先設(shè)定國(guó)際金融中心的競(jìng)爭(zhēng)力評(píng)價(jià)體系,然后依此用定性和定量數(shù)據(jù)說(shuō)明的方法,對(duì)上海國(guó)際金融中心建設(shè)的現(xiàn)階段條件從國(guó)內(nèi)外角度進(jìn)行了詳盡的比較和分析,然后,設(shè)定實(shí)證分析的指標(biāo)體系,據(jù)此構(gòu)建了多元線性回歸模型進(jìn)行回歸檢驗(yàn),根據(jù)實(shí)證分析結(jié)果,本文主要的結(jié)論是證明了經(jīng)濟(jì)發(fā)展水平、出口比率、稅收比率以及廣義貨幣余額的同比增長(zhǎng)水平對(duì)上海的金融發(fā)展水平具有顯著的正向影響,和預(yù)期一致。雖然上海國(guó)際金融中心建設(shè)在宏觀經(jīng)濟(jì)和市場(chǎng)準(zhǔn)入等各個(gè)具體方面取得了巨大的成就,但是總體還是和一流的國(guó)際金融中心還有一定差距。最后,本文提出了進(jìn)一步促進(jìn)經(jīng)濟(jì)發(fā)展,提高經(jīng)濟(jì)自由度和對(duì)外開(kāi)放度,適度促進(jìn)外貿(mào)出口,完善金融市場(chǎng),促進(jìn)金融創(chuàng)新。政府應(yīng)進(jìn)一步發(fā)揮適度寬松政策引導(dǎo),完善整個(gè)金融市場(chǎng)制度政策,進(jìn)一步加強(qiáng)金融輻射功能和金融監(jiān)管力度的政策建議。
[Abstract]:Economic development is the premise and foundation of financial development, and the development of financial industry will inevitably promote economic development. The phenomenon of international financial center is the expression of the core competitiveness of a country or region. In modern society, the formation of international financial center must depend on the developed city of a developed economy. The construction of an international financial center can effectively promote the financial development of a country. In the process of today's economic globalization, the competition between countries is actually the competition of economic strength, in fact, it is the competition of international financial center to a great extent. The present situation and historical experience of the world economy tell us that a developed international financial center can bring great economic benefits to its host country. Therefore, the construction of an international financial center has always been the goal of every country to invest in its national strength. Shanghai financial industry has a strong foundation in history. Since the reform and opening up, Shanghai financial industry has achieved a healthy and high-speed development, has already formed a domestic financial center, and has continued to promote the construction of international financial center. As early as 1992, China established Shanghai as a national strategy to build an international financial center, and formulated a phased goal and a detailed strategic plan. According to the evaluation criteria of the international financial center, this paper adopts the method of combining theoretical research with empirical research, sets up the evaluation system of the competitiveness of the international financial center, and then uses the method of qualitative and quantitative data to explain the competitiveness of the international financial center. This paper makes a detailed comparison and analysis of the present conditions of the construction of Shanghai International Financial Center from the angle of domestic and foreign, and then sets up the index system of empirical analysis, and then constructs a multivariate linear regression model to test the regression. According to the results of empirical analysis, the main conclusion of this paper is to prove that the level of economic development, export ratio, tax ratio and the growth level of broad monetary balance have significant positive impact on the level of financial development in Shanghai, which is consistent with expectations. Although the construction of Shanghai International Financial Center has made great achievements in various aspects, such as macro-economy and market access, there is still a certain gap between Shanghai International Finance Center and the first-class international financial center. Finally, this paper proposes to further promote economic development, improve the degree of economic freedom and opening to the outside world, appropriately promote foreign trade exports, improve the financial market, and promote financial innovation. The government should give full play to the guidance of moderately loose policy, perfect the policy of the whole financial market system, and further strengthen the function of financial radiation and the policy suggestion of financial supervision.
