【摘要】：隨著經(jīng)濟(jì)全球化的不斷深入,外商直接投資(FDI)作為一類特殊的資本,在東道國(guó)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中的作用更加凸顯。因此,在當(dāng)今全球產(chǎn)業(yè)大轉(zhuǎn)移的浪潮下,抓住新一輪發(fā)展機(jī)遇,進(jìn)一步積極有效地利用FDI,使之與東道國(guó)的產(chǎn)業(yè)政策緊密結(jié)合,不失時(shí)機(jī)地推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級(jí),是各國(guó)及地方政府必須面對(duì)的重大課題。 江蘇是我國(guó)開放型經(jīng)濟(jì)發(fā)展較快的省份,其利用FDI的規(guī)模自2003年首次超過(guò)廣東以來(lái)已連續(xù)八年位居全國(guó)各省市之首。外資在為江蘇省帶來(lái)經(jīng)濟(jì)建設(shè)所急需的資本和技術(shù)的同時(shí),也對(duì)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級(jí)產(chǎn)生了特殊而深遠(yuǎn)的影響。與此同時(shí),外資來(lái)源以香港投資居首,外資在區(qū)域及產(chǎn)業(yè)分布的嚴(yán)重失衡,也加劇了江蘇省產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)發(fā)展的非均衡性,影響產(chǎn)業(yè)結(jié)構(gòu)的進(jìn)一步調(diào)整與升級(jí)。 本文基于FDI與產(chǎn)業(yè)結(jié)構(gòu)關(guān)系的相關(guān)理論,從資本供給和技術(shù)溢出效應(yīng)入手,分析了FDI對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的作用機(jī)理。在此基礎(chǔ)上,運(yùn)用granger因果關(guān)系檢驗(yàn)法分析FDI與江蘇產(chǎn)業(yè)結(jié)構(gòu)變動(dòng)之間的關(guān)系,同時(shí)借助多元線性回歸模型度量FDI對(duì)江蘇省產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的貢獻(xiàn)程度,利用內(nèi)生技術(shù)增長(zhǎng)模型檢驗(yàn)FDI對(duì)江蘇省技術(shù)進(jìn)步的影響。 通過(guò)實(shí)證研究,我們得到以下結(jié)論：1.江蘇省FDI和產(chǎn)業(yè)結(jié)構(gòu)變動(dòng)之間存在長(zhǎng)期的均衡關(guān)系,FDI是引起產(chǎn)業(yè)結(jié)構(gòu)變動(dòng)的格蘭杰原因；2.FDI對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)有正向的促進(jìn)作用,且效果顯著,其中對(duì)第二產(chǎn)業(yè)產(chǎn)值貢獻(xiàn)最大,第三產(chǎn)業(yè)次之,第一產(chǎn)業(yè)最�。�3.FDI主要通過(guò)技術(shù)的直接轉(zhuǎn)移提升江蘇整體的技術(shù)水平,技術(shù)溢出效應(yīng)不明顯。 結(jié)合上述分析結(jié)論,針對(duì)江蘇如何更加積極有效地利用FDI以促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí),本文提出了相應(yīng)的對(duì)策建議,包括完善投資環(huán)境,提升引資能力；注重引資質(zhì)量,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)；協(xié)調(diào)區(qū)域引資政策,實(shí)現(xiàn)外資梯度轉(zhuǎn)移；引導(dǎo)外資的投向,建設(shè)現(xiàn)代產(chǎn)業(yè)體系；增強(qiáng)外資的溢出效應(yīng),促進(jìn)技術(shù)進(jìn)步。
[Abstract]:With the deepening of economic globalization, foreign direct investment (FDI), as a kind of special capital, plays a more important role in the industrial structure adjustment of host country. Therefore, under the tide of global industrial transfer, we should seize a new round of development opportunities, make further active and effective use of FDI, make it closely integrate with the industrial policy of the host country, and seize the opportunity to promote the optimization and upgrading of the industrial structure. It is a major issue that governments of all countries and local governments must face. Jiangsu Province is a province with rapid development of open economy. The scale of using FDI has surpassed Guangdong for the first time since 2003. Jiangsu has been ranked first among all provinces and cities in China for eight consecutive years. Foreign capital brings the capital and technology badly needed for the economic construction of Jiangsu Province, but also has a special and far-reaching influence on the optimization and upgrading of industrial structure. At the same time, the main source of foreign investment is Hong Kong's investment, and the serious imbalance in the regional and industrial distribution of foreign capital also intensifies the unbalanced development of industry and regional economy in Jiangsu Province, which affects the further adjustment and upgrading of industrial structure. Based on the theory of the relationship between FDI and industrial structure, this paper analyzes the mechanism of FDI on the upgrading of industrial structure from the perspective of capital supply and technology spillover effect. On this basis, the granger causality test method is used to analyze the relationship between FDI and the change of Jiangsu industrial structure. At the same time, the contribution of FDI to the upgrading of Jiangsu industrial structure is measured by means of multiple linear regression model. Using endogenous technology growth model to test the impact of FDI on technological progress in Jiangsu Province. Through empirical research, we get the following conclusion: 1. There is a long-term equilibrium relationship between FDI and industrial structure change in Jiangsu Province. FDI is the cause of industrial structure change. 2. FDI has a positive effect on the upgrading of industrial structure, and the effect is significant, among which the contribution to the output value of the secondary industry is the greatest. The third industry is the second, the first industry is the smallest. 3. FDI promotes the whole technology level of Jiangsu mainly through the direct transfer of technology, and the technology spillover effect is not obvious. Based on the above conclusions, this paper puts forward the corresponding countermeasures and suggestions on how to use FDI more actively and effectively to promote the upgrading of industrial structure in Jiangsu, including improving the investment environment, enhancing the ability of attracting investment, paying attention to the quality of attracting investment. Optimize the industrial structure, coordinate the regional investment policy, realize the gradient transfer of foreign capital, guide the foreign investment to build the modern industrial system, strengthen the spillover effect of foreign capital, and promote technological progress.
