【摘要】：截至2011年6月30日，世界銀行（以下簡稱世行）在中國累計執(zhí)行項(xiàng)目數(shù)達(dá)到337個，累計貸款金額達(dá)到491億美元。世行貸款項(xiàng)目涉及基礎(chǔ)設(shè)施建設(shè)、教育衛(wèi)生和新能源等經(jīng)濟(jì)生活的方方面面。 項(xiàng)目采購是世行項(xiàng)目管理中的重要環(huán)節(jié)。世行采購部門所肩負(fù)的來自捐助國的受托責(zé)任要求世行資助的所有采購活動在滿足項(xiàng)目目標(biāo)的同時，必須滿足世行采購政策和程序的要求。目前的世行項(xiàng)目采購管理可以歸納為一個階段和一種方式，即在項(xiàng)目評估階段進(jìn)行風(fēng)險識別和應(yīng)對方案制定，在評估后的其他環(huán)節(jié)側(cè)重基于文件審查的管理方式。這樣的管理方式存在一定的不足之處。使用基于風(fēng)險清單的項(xiàng)目全過程動態(tài)采購風(fēng)險管理，實(shí)現(xiàn)事前預(yù)報、事中監(jiān)控和事后總結(jié)是目前和今后工作的方向。本文在此方面的探索將有益于形成更加積極主動的采購管理模式。 本文通過選取部分在執(zhí)行的中國貸款項(xiàng)目作為研究對象，運(yùn)用風(fēng)險管理的理論和方法，，對世行中國貸款項(xiàng)目從項(xiàng)目評估、談判、執(zhí)行到后評價各個環(huán)節(jié)所面臨的風(fēng)險進(jìn)行了風(fēng)險識別、評估和應(yīng)對措施制定，形成了有應(yīng)對措施和風(fēng)險分級的適用于中國項(xiàng)目的風(fēng)險清單。在以上成果的基礎(chǔ)上，本文制定了基于風(fēng)險清單的全過程動態(tài)采購風(fēng)險管理模式，選擇了一個新執(zhí)行項(xiàng)目進(jìn)行實(shí)踐，并獲得了一些經(jīng)驗(yàn)和教訓(xùn)。 考慮到世行采購政策在全世界借款國的一致性，本文最后對比了阿塞拜疆、巴西和越南三個國家部分項(xiàng)目的采購風(fēng)險管理經(jīng)驗(yàn)并進(jìn)行了分析和比較,希望對中國項(xiàng)目的執(zhí)行有所借鑒。 本文的成果有助于世行中國貸款項(xiàng)目實(shí)施基于風(fēng)險清單的全過程動態(tài)采購風(fēng)險管理。此外，還有助于國內(nèi)采購政策制定和實(shí)施人員更好地了解世行采購政策與國內(nèi)政策差異，為今后的政策調(diào)整和實(shí)施提供借鑒。
[Abstract]:As of June 30, 2011, the World Bank (hereinafter referred to as the World Bank) has reached 337 projects in China, with a total loan amount of $49 billion 100 million. The bank loan project involves all aspects of infrastructure construction, education and new energy and other economic life.
Project procurement is an important part of the world bank project management. The responsibility of the world bank procurement department from donor countries requires that all procurement activities funded by the world bank should meet the requirements of the project and meet the requirements of the world bank's procurement policies and procedures. The current bank project procurement management can be summarized as a stage and one. In the project evaluation stage, the risk identification and response plan are made, and the other links in the evaluation are focused on the management mode based on the document review. There are some shortcomings in this way of management. Summary is the current and future direction of work. The exploration of this article will benefit the formation of more proactive procurement management mode.
By selecting part of the Chinese loan project as the research object, this paper uses the theory and method of risk management to identify the risk of the Bank of China's loan project from the project evaluation, negotiation and implementation to the post evaluation. On the basis of the above results, the whole process dynamic purchasing risk management model based on the risk list is formulated, and a new implementation project is selected to practice, and some experience and lessons are obtained.
Considering the consistency of World Bank procurement policy in the world, this paper compares the experience of purchasing risk management of some projects in three countries in Azerbaijan, Brazil and Vietnam, and analyzes and compares them, hoping to learn from the implementation of China's projects.
The results of this paper will help the bank's China loan project implement the whole process dynamic procurement risk management based on the risk list. In addition, it will also help domestic procurement policy makers to better understand the difference between the world bank procurement policy and domestic policy, and provide reference for the future policy adjustment and implementation.
