【摘要】：我國外匯儲備的迅速增加引起了廣泛的關注和爭論。外匯儲備的增加在為我國經濟的長期發(fā)展奠定良好基礎的同時,也帶來了一定的問題,如在一定的條件下影響貨幣政策的有效性和造成社會資源的浪費等。但是,適度外匯儲備的問題不能僅從進口的角度來認識,它不僅取決于國際貿易,而且取決于國際金融和直接投資,還取決于國家的長期目標和可替代的方案。為了更有效地發(fā)揮社會資源的效益,減緩外匯儲備的過快增長,我國政府在建立石油儲備、以貸款交換石油和適當增加黃金儲備的同時,還應該改革外匯管理制度和調整對外貿易政策。
[Abstract]:The rapid increase of China's foreign exchange reserves has aroused widespread concern and controversy. The increase of foreign exchange reserve not only lays a good foundation for the long-term economic development of our country, but also brings some problems, such as affecting the effectiveness of monetary policy and causing the waste of social resources under certain conditions. However, the problem of appropriate foreign exchange reserves cannot be understood only from the perspective of import. It depends not only on international trade, but also on international finance and direct investment, as well as on the long-term objectives and alternative programmes of the country. In order to give more effective play to the benefits of social resources and slow down the excessive growth of foreign exchange reserves, the Chinese government, while establishing oil reserves, exchanging oil for loans and appropriately increasing gold reserves, We should also reform the foreign exchange management system and readjust foreign trade policies.
