【摘要】：隨著經(jīng)濟的發(fā)展，，越來越多的融資需求產(chǎn)生，民間融資需求通常是小額、分散的，傳統(tǒng)的國有正規(guī)金融由于一系列嚴(yán)格的手續(xù)和條件，難以滿足像農(nóng)戶、中小企業(yè)這類民間主體的融資需求。而民間金融具有程序、信息、地域等優(yōu)勢，能夠彌補正規(guī)金融服務(wù)的不足，深入民間服務(wù)，對經(jīng)濟的發(fā)展有著巨大的好處。因此，民間金融的內(nèi)涵應(yīng)該有所調(diào)整，在我國學(xué)者舊有的觀點之上根據(jù)現(xiàn)階段國情，凡是能夠彌補正規(guī)金融服務(wù)不足的金融形式都應(yīng)該歸為民間金融。 近年來，民間金融的形式日趨正規(guī)化，如村鎮(zhèn)銀行這樣的正規(guī)化機構(gòu)日漸獲批成立。正規(guī)化的民間金融既保留了原有民間金融的優(yōu)勢，又帶來了效率的提升，可以說是未來發(fā)展的重要趨勢。從長遠(yuǎn)來看，正規(guī)化的民間金融才能夠更好地為民間服務(wù)，提升效率。因此，對民間金融正規(guī)化的研究是一個非常有意義的課題。 本文首先對民間金融做了一個系統(tǒng)的闡述，闡明了民間金融的概念，說明了它和其他金融形式的聯(lián)系及區(qū)別，對民間金融作了一個清楚地概括和歸納。然后論述了民間金融的作用和正規(guī)化的必然性，分析正規(guī)化的模式選擇、路徑設(shè)計；再以村鎮(zhèn)銀行為代表，將效率分為自身效率和社會效率，運用DEA模型方法評價民間金融正規(guī)化的效率性；在發(fā)現(xiàn)效率所在的同時也發(fā)現(xiàn)日后改進(jìn)的地方，為我國民間金融日后正規(guī)化的發(fā)展指明一條道路和方向。
[Abstract]:With the development of the economy, more and more financing needs have emerged. The private financing needs are usually small and dispersed. Because of a series of strict procedures and conditions, traditional state-owned formal finance is difficult to meet the needs of farmers. Small and medium-sized enterprises such as private entities of the financing needs. Private finance has the advantages of procedure, information, region and so on, which can make up for the deficiency of formal financial service and go deep into private service, which has great benefits to the development of economy. Therefore, the connotation of private finance should be adjusted. According to the current situation of Chinese scholars, all financial forms that can make up for the insufficiency of formal financial services should be classified as folk finance. In recent years, the form of private finance is becoming more and more formalized, such as village banks, such as regularization institutions are increasingly approved to set up. The regularized folk finance has not only retained the advantages of the original folk finance, but also brought about the improvement of efficiency, which can be said to be an important trend in the future development. In the long run, the formalized private finance can better serve the private sector and improve its efficiency. Therefore, the study of the formalization of private finance is a very meaningful topic. This article first makes a systematic exposition to the folk finance, clarifies the concept of the folk finance, explains the relation and difference between it and other financial forms, and makes a clear summary and induction to the folk finance. Then it discusses the function of folk finance and the inevitability of regularization, analyzes the mode selection and path design of formalization, and then divides efficiency into its own efficiency and social efficiency, taking the village bank as the representative. The DEA model is used to evaluate the efficiency of the formalization of private finance, and the efficiency is found at the same time that the future improvement is found, which points out a way and direction for the future development of the formalization of the folk finance in China.
