【摘要】：GEN指數(shù)和引進(jìn)外資業(yè)績指數(shù)測(cè)度結(jié)果表明,我國1985-2007年間FDI在不同地區(qū)的配置存在明顯的不均衡,中、西部吸引外資的能力較低,而東部吸引的外資相對(duì)過多,且呈加重趨勢(shì)。地區(qū)之間競爭性利用FDI的行為使這種不均衡狀態(tài)日益加重并且造成其他負(fù)面影響。文章結(jié)合各區(qū)域的經(jīng)濟(jì)特征發(fā)掘了造成這種狀態(tài)的深層次原因,建議政府采取大力扶持中西部地區(qū)改善其投資環(huán)境、適度控制區(qū)域間引資競爭等政策措施,以促進(jìn)外資均衡配置提高利用效率。
[Abstract]:The results of GEN index and foreign investment performance index show that the allocation of FDI in different regions in China is obviously unbalanced from 1985 to 2007. In the middle, the ability of attracting foreign capital in the west is relatively low, but the foreign capital in the east is relatively excessive, and the trend is increasing. The competitive use of FDI among regions exacerbates this imbalance and results in other negative effects. Combined with the economic characteristics of various regions, this paper explores the deep-seated causes of this situation, and suggests that the government should vigorously support the central and western regions to improve their investment environment and appropriately control the competition among regions in attracting investment. In order to promote the balanced allocation of foreign capital and improve the efficiency of utilization.
