基層郵儲銀行的中小企業(yè)信貸項目風(fēng)險管理研究

【摘要】:銀行的基本功能在于生產(chǎn)和出售公眾所需的金融服務(wù),,而在這些服務(wù)品種當(dāng)中最為重要的產(chǎn)品便是提供貸款。各家銀行主體在前期的信貸項目開展中,其信貸市場目標(biāo)主要追逐于規(guī)模較大、風(fēng)險較小、效益性可期的項目,信貸門檻呈現(xiàn)出高而嚴(yán)的勢態(tài),但是隨著中小企業(yè)數(shù)量的急劇上升及在國民經(jīng)濟生活中日益顯現(xiàn)的突出地位,無論是出于國家的宏觀調(diào)控還是基于自身的信貸業(yè)務(wù)發(fā)展,中小企業(yè)的信貸項目成為了時下各銀行主體的信貸熱點。 但是這些項目受企業(yè)自身規(guī)模小、經(jīng)營能力與經(jīng)營底蘊不足、資本充足率低、市場競爭能力弱,受市場沖擊影響大等多種因素的影響,信貸風(fēng)險較大,銀行主體對這類信貸項目的貸款風(fēng)險評估和控制的難度較高,這一問題也正是我國商業(yè)銀行目前所面臨的一個重要發(fā)展瓶頸,所以,銀行主體完善對于中小企業(yè)信貸風(fēng)險的管控將在內(nèi)部管理機制的改革創(chuàng)新、不良貸款的抑制、自身市場競爭力的提升、以及對借款企業(yè)項目的有序進行等都有著重要意義。 郵政銀行屬于業(yè)內(nèi)的新生代,在信貸業(yè)務(wù)的經(jīng)營上更是屬于業(yè)內(nèi)“后進”,受該項業(yè)務(wù)發(fā)展時間限制以及經(jīng)營經(jīng)驗短缺的雙重影響,郵政銀行信貸業(yè)務(wù)的發(fā)展無論是在管理還是在市場份額的搶奪中都遠(yuǎn)遠(yuǎn)滯后于同業(yè)其他先進主體。針對這一情況,本文通過采取理論分析法、實際調(diào)研法、案例分析法等三種研究方法,在充分學(xué)習(xí)與借鑒已有信貸相關(guān)的理論的基礎(chǔ)上,以基層郵政銀行A行的信貸個案為例,對該個案進行了深入分析,針對該行在信貸項目開展中的貸前調(diào)研分析、貸中審批與授信、貸后管理及管戶信貸員制度進行了逐一分析問題,并查找了相應(yīng)原因。隨后在此基礎(chǔ)上,在借鑒其他先進同業(yè)主體優(yōu)秀經(jīng)驗的基礎(chǔ)上,根據(jù)郵政銀行的實際情況,有針對性與改進性的提出了相關(guān)建議,建議的提出重在有的放矢,借鑒但不盲目跟從,其中特別是在貸后管理中對目前現(xiàn)行的“管戶信貸員”制度予以取消,實施專業(yè)化的客戶經(jīng)理制建議對于信貸市場的擴容及貸后的高效、有序管理都將起到非常重要的作用。
[Abstract]:The basic function of banks is to produce and sell the financial services needed by the public, and the most important product of these services is the provision of loans. The main body of each bank in the earlier credit projects, its credit market objectives are mainly chasing in the larger scale, less risk, the benefit of the project, the credit threshold shows a high and strict situation. However, with the rapid increase in the number of small and medium-sized enterprises and the increasingly prominent position in the national economic life, whether out of the country's macro-control or based on its own credit business development, The credit project of small and medium-sized enterprises has become the credit hot spot of each bank main body nowadays. However, these projects are affected by a variety of factors, such as small scale of enterprises, insufficient management ability and operating details, low capital adequacy ratio, weak market competitiveness, and large impact of market impact. It is very difficult for the main body of bank to evaluate and control the loan risk of this kind of credit project. This problem is also an important development bottleneck faced by the commercial banks in our country at present, so, The improvement of bank subject will play an important role in the reform and innovation of internal management mechanism, the suppression of non-performing loans, the promotion of market competitiveness, and the orderly implementation of loan enterprise projects. Postal banks belong to the new generation of the industry, and they are even more "backward" in the operation of the credit business, which is affected by the time limit for the development of the business and the shortage of business experience. The development of postal bank credit business lags far behind other advanced subjects in management and market share grabbing. In view of this situation, this paper adopts three research methods: theoretical analysis, practical investigation and case analysis. On the basis of fully studying and drawing lessons from the existing theories related to credit, this paper takes the credit case of line A of grass-roots postal bank as an example. This paper makes a thorough analysis of this case, analyzes the problems one by one, and finds out the corresponding reasons for the investigation and analysis of the bank's pre-loan investigation and analysis in the development of the credit project, the examination and approval of credit in the loan, the management after the loan and the credit officer system. Then on this basis, on the basis of drawing lessons from the excellent experience of other advanced industry subjects, according to the actual situation of the postal bank, the relevant suggestions are put forward, which focus on the target. Especially in the post-loan management, the current "management credit officer" system should be abolished, and the professional account manager system should be applied to the expansion of the credit market and the efficiency of the loan. Orderly management will play a very important role.
