【摘要】：近些年,我國(guó)經(jīng)濟(jì)高速發(fā)展,社會(huì)結(jié)構(gòu)不斷轉(zhuǎn)型,人們生產(chǎn)和生活方式也在不斷變化。然而,“三農(nóng)”依然是我國(guó)現(xiàn)在且未來一段時(shí)間內(nèi)難以解決的問題。農(nóng)村落后的現(xiàn)狀在我國(guó)民族地區(qū)表現(xiàn)的尤為突出,多元化的貧困現(xiàn)狀成為限制民族地區(qū)實(shí)現(xiàn)脫貧和建設(shè)小康社會(huì)的重要因素。為解決我國(guó)民族地區(qū)落后的問題,實(shí)現(xiàn)脫貧致富,為民族地區(qū)提供資金支持是關(guān)鍵。農(nóng)村信用合作社成立之初就是為了支持農(nóng)村的發(fā)展和建設(shè),其用以支持農(nóng)村發(fā)展為目的的存款、信貸業(yè)務(wù)也更加適應(yīng)農(nóng)民的需要。本文從民族地區(qū)的多元貧困現(xiàn)狀出發(fā),對(duì)民族地區(qū)農(nóng)村信用合作社的多元扶貧效應(yīng)進(jìn)行分析,構(gòu)建多元貧困理論與民族地區(qū)農(nóng)村信用合作社減貧效應(yīng)的耦合模型,并以內(nèi)蒙古自治區(qū)為例進(jìn)行實(shí)證分析,在此基礎(chǔ)上提出相應(yīng)對(duì)策建議。文章認(rèn)為,應(yīng)當(dāng)創(chuàng)建優(yōu)良的農(nóng)村合作金融信用環(huán)境,建立健全農(nóng)業(yè)風(fēng)險(xiǎn)擔(dān)保體系,加快農(nóng)村信用合作社立法優(yōu)化其外部環(huán)境,完善農(nóng)村信用合作社法人治理結(jié)構(gòu),引入人才競(jìng)爭(zhēng)與考核機(jī)制,強(qiáng)化人才隊(duì)伍建設(shè),提供創(chuàng)新產(chǎn)品和創(chuàng)新服務(wù),強(qiáng)化農(nóng)村信用合作社內(nèi)部管理。
[Abstract]:In recent years, with the rapid economic development, social structure transformation, people's way of life and production are constantly changing.However, agriculture, countryside and farmers is still a difficult problem to solve in China.The present situation of rural backwardness is especially prominent in the minority areas of our country. The pluralistic poverty situation has become an important factor that restricts the realization of poverty eradication and the construction of a well-off society in ethnic minority areas.In order to solve the backward problem of minority areas in our country, to get rid of poverty and become rich, and to provide financial support for minority areas is the key.Rural credit cooperatives were established to support the development and construction of rural areas, its purpose to support rural development deposits, the credit business is more suitable for the needs of farmers.Based on the status quo of multi-poverty in minority areas, this paper analyzes the multi-poverty effect of rural credit cooperatives in minority areas, and constructs a coupling model between the theory of multiple poverty and the poverty reduction effect of rural credit cooperatives in minority areas.Taking Inner Mongolia Autonomous region as an example, the corresponding countermeasures and suggestions are put forward.The paper holds that we should establish an excellent rural cooperative financial credit environment, establish and improve the agricultural risk guarantee system, speed up the legislation of rural credit cooperatives to optimize their external environment, and perfect the corporate governance structure of rural credit cooperatives.Introducing talent competition and examination mechanism, strengthening the construction of talent team, providing innovative products and services, and strengthening the internal management of rural credit cooperatives.
