【摘要】：本文通過分析永安市集體林權(quán)制度改革和永安林業(yè)(集團)股份有限公司19年來木材產(chǎn)品銷售指導價的走勢之間的關(guān)系,初步得出以下結(jié)論： (1)1998年11月永安洪田鎮(zhèn)的集體林權(quán)制度改革對永安區(qū)域木材價格影響不大；2003年4月福建省開始全面的林權(quán)制度改革后,馬尾松和雜木價格小幅上漲,杉原木和杉小徑材價格下跌幅度較大；2006年11月福建省開始集體林權(quán)制度的配套改革,永安區(qū)域木材價格大幅上漲。 (2)2000年國家實施天然林保護工程及2002年4月啟動的退耕還林工程對永安區(qū)域木材價格影響不大。2010年福建省為確保森林覆蓋率繼續(xù)居全國首位,限制木材采伐,市場供應不足,使木材價格一路上揚。 (3)1993年永林公司成立,永安區(qū)域木材價格大幅上漲；1996年永安林業(yè)在深圳證券交易所掛牌上市,對永安區(qū)域木材價格沒有造成影響；2006年永惠林業(yè)有限公司成立,美國惠好公司介入永安市林業(yè)市場,到2008年永惠公司將林地面積進一步擴大前夕,木材價格暴漲。 (4)永安區(qū)域木材價格增長率與CPI、PPI總體變化趨勢保持一致,呈現(xiàn)顯著正相關(guān)(r0,p0.01),且相對于CPI和PPI來說具有超前性,同時又受到宏觀經(jīng)濟調(diào)控的影響。 (5)2012年國家采取寬松的宏觀經(jīng)濟政策刺激經(jīng)濟發(fā)展,同時受福建省為提高森林覆蓋率而減少采伐指標的影響,永安區(qū)域木材價格將大幅提高。
[Abstract]:Based on the analysis of the relationship between the reform of collective forest tenure system in Yongan City and the trend of the guiding price of timber products sales in Yongan Forestry (Group) Co., Ltd in the past 19 years, the following conclusions are drawn:1) in November 1998, the reform of collective forest tenure system in Hongtian town of Yongan had little effect on timber price in Yongan region. After Fujian Province began the comprehensive forest tenure system reform in April 2003, the price of Pinus massoniana and miscellaneous wood increased slightly.In November 2006 Fujian Province began to reform the system of collective forest rights and the timber price in Yongan region increased significantly.2) the implementation of the National Natural Forest Protection Project in 2000 and the conversion of cropland to Forest Project launched in April 2002 have little impact on the timber price in Yongan region. In order to ensure that forest coverage will continue to occupy the first place in the country in 2010, Fujian Province restricted timber harvesting and insufficient market supply.Keep the price of wood going up.(3) Yonglin Company was established in 1993, and the timber prices in Yongan region increased substantially; in 1996, Yongan Forestry was listed on the Shenzhen Stock Exchange, which had no impact on the prices of timber in Yongan region; and Yonghui Forestry Co., Ltd. was established in 2006.Us Huihao Company intervened in the forestry market of Yongan City, and timber prices soared on the eve of the further expansion of forestland area by Yonghui Company in 2008.4) the growth rate of wood price in Yongan region is consistent with the overall change trend of CPI- PPI, and it is significantly positively correlated with CPI and PPI, and is also influenced by macro-economic regulation.In 2012, the country adopted loose macroeconomic policies to stimulate economic development, and the timber price in Yongan region will be greatly increased under the influence of Fujian Province to increase forest cover and reduce cutting targets.
