【摘要】：自國家首次以中央文件形式正式肯定地方政府投融資平臺存在以來,地方政府投融資平臺獲得前所未有的發(fā)展并發(fā)揮了不可替代的作用,滿足了初衷以彌補地方基礎設施建設資金缺口的建設目的。去年中央43號文件下發(fā)后,地方政府投融資平臺發(fā)展面臨新的格局,其功能定位由原來的投資發(fā)展地方城市轉型為運營服務地方城市。也就是講通過地方政府投融資平臺來引導市場資配置,不再單純以滿足地方基礎設施建設資金缺口為目的,更擔負著地方產業(yè)經濟升級改造的重任,以大幅度提高地方居民福利水平為終極目標。但是,地方政府投融資平臺在過去的發(fā)展中留下了巨額的債務,更潛藏著巨大的風險隱患。因此,有必要對地方政府投融資平臺風險展開科學系統(tǒng)性的研究。其中對地方政府投融資平臺的風險做出準確識別與評價是化解、防范其風險的基礎,也是政府機構和學術界急需解決的現實問題。基于上述背景,本文采用定量與定性相結合的研究方法主要完成以下內容:一是通過梳理前人的文獻研究建立本文的研究基礎;二是對地方政府投融資平臺的運營機制、融資渠道以及債務狀況等現狀分析;三是對地方政府投融資平臺風險識別、分類和歸納,形成地方政府投融資平臺風險指標系統(tǒng);四是將層次分析法和模糊評價法結合構建地方政府投融資平臺風險模型;五是以廣西10家地方政府投融資公司為樣本進行實證分析;六是提出相關的策略建議。通過上述研究,本文希望進一步豐富深化地方政府投融資平臺風險方面的研究領域,提供定量風險分析依據。經過深入研究,論文取得了以下結論:一是地方政府投融資平臺風險具有多種來源,在歸納總結基礎上構建了地方政府投融資平臺風險指標系統(tǒng);二是構建的地方政府投融資平臺風險評價模型能夠有效檢驗風險水平,結果具有可信度;三是廣西地方政府投融資平臺風險處于較高水平,急需控制防范其風險。
[Abstract]:Since the existence of the local government investment and financing platform has been formally affirmed by the state for the first time in the form of a central document, the local government investment and financing platform has achieved unprecedented development and played an irreplaceable role.To meet the original intention to make up for the construction of local infrastructure funding gap in the construction of the purpose.After the issuance of document 43 of the Central Committee last year, the development of the local government investment and financing platform was faced with a new pattern, and its function was transformed from the original investment development local city to the operation and service local city.That is to say, by means of local government investment and financing platforms to guide the allocation of market capital, the purpose is no longer simply to meet the funding gap in local infrastructure construction, but also to shoulder the heavy task of upgrading and transforming the local industrial economy.To greatly improve the welfare level of local residents as the ultimate goal.However, the local government investment and financing platform has left huge debts in the past, and hidden huge risks.Therefore, it is necessary to carry out scientific and systematic research on the risk of local government investment and financing platform.The accurate identification and evaluation of the risk of local government investment and financing platform is the basis of defusing and preventing its risk, and it is also the practical problem that government institutions and academia urgently need to solve.Based on the above background, this paper uses quantitative and qualitative research methods to complete the following main contents: first, through combing previous literature research to establish the research foundation of this paper; second, the operation mechanism of local government investment and financing platform,The third is to identify, classify and sum up the risk of local government investment and financing platform, and form the risk index system of local government investment and financing platform.The fourth is to combine AHP and fuzzy evaluation method to construct the risk model of local government investment and financing platform; five is to take 10 local government investment and financing companies as a sample for empirical analysis; six is to put forward the relevant strategy recommendations.Through the above research, this paper hopes to further enrich and deepen the research field of local government investment and financing platform risk, and provide quantitative risk analysis basis.After in-depth study, the paper has obtained the following conclusions: first, the local government investment and financing platform risk has many sources, on the basis of summing up the risk index system of local government investment and financing platform;Second, the risk evaluation model of local government investment and financing platform can effectively test the risk level, the result has credibility; third, Guangxi local government investment and financing platform risk is at a high level, so it is urgent to control and prevent its risk.
