【摘要】：財政政策和貨幣政策一直被視為政府干預經(jīng)濟,實現(xiàn)宏觀調控的兩種主要政策手段。但在債務條件下,二者之間的關系有必要重新認識。該文梳理了主流經(jīng)濟學派關于財政政策和貨幣政策的特點、局限性和二者之間的協(xié)調配合模式;闡述了公債政策的"紐帶"作用所導致的財政政策和貨幣政策的內在統(tǒng)一性,并以歐盟國家的"制度障礙"為反面例證進行了說明;進而從歷史和現(xiàn)實角度,分析了債務貨幣化下的財政部和中央銀行的分立與統(tǒng)一問題,指出現(xiàn)實美國債務融資模式中美聯(lián)儲的"保駕護航"和直接"背書"獨特功能發(fā)揮。最后,進行了總結并分析了對我國經(jīng)濟諸多方面的啟示。
[Abstract]:Fiscal policy and monetary policy have been regarded as two main means of government intervention and macro-control.But under the condition of debt, the relationship between them needs to be reunderstood.This paper combs the characteristics, limitations and coordination models of fiscal policy and monetary policy of mainstream economic school, and expounds the internal unity of fiscal policy and monetary policy caused by the "bond" function of public debt policy.Taking the "institutional obstacles" of the EU countries as negative examples, the paper analyzes the separation and unification of the Ministry of Finance and the Central Bank in the context of debt monetization from the perspective of history and reality.This paper points out that the unique function of the Federal Reserve's "escort" and direct "endorsement" in the real American debt financing mode is brought into play.Finally, it summarizes and analyzes the enlightenment to many aspects of China's economy.
