【摘要】：河北省作為一個(gè)農(nóng)業(yè)大省，“三農(nóng)”問題始終是關(guān)系全省經(jīng)濟(jì)發(fā)展的重大問題。目前在河北省農(nóng)村經(jīng)濟(jì)發(fā)展的過程中，資金短缺已成為制約其發(fā)展的瓶頸，究其原因，除農(nóng)村經(jīng)濟(jì)發(fā)展落后自身積累不足、外部資金注入較少外，其中最重要的原因是農(nóng)村資金通過各種渠道從農(nóng)村流出，尤其是農(nóng)村金融機(jī)構(gòu)已成為農(nóng)村資金外流的主渠道，這嚴(yán)重影響農(nóng)村經(jīng)濟(jì)的可持續(xù)發(fā)展，因此解決河北省農(nóng)村金融資金外流的問題是非常有必要的。 本文主要從農(nóng)村金融機(jī)構(gòu)渠道的角度為重點(diǎn)來研究河北省農(nóng)村資金外流問題。首先通過對河北省主要農(nóng)村金融機(jī)構(gòu)各項(xiàng)存貸款數(shù)據(jù)的分析，，發(fā)現(xiàn)無論是商業(yè)化經(jīng)營的四大商業(yè)銀行及農(nóng)村郵政儲(chǔ)蓄，還是一直擔(dān)任著支農(nóng)主力軍角色的農(nóng)村信用社，都已成為農(nóng)村資金的“吸儲(chǔ)器”，嚴(yán)重阻礙了河北省農(nóng)村經(jīng)濟(jì)的可持續(xù)發(fā)展。然后從理論層面分析了河北省農(nóng)村資金外流的原因，認(rèn)為農(nóng)村經(jīng)濟(jì)發(fā)展落后對資金吸引力較差、農(nóng)村金融機(jī)構(gòu)支農(nóng)功能弱化以及農(nóng)村金融外部環(huán)境不完善等是造成河北省農(nóng)村金融資金外流的主要原因。最后考察研究了國內(nèi)外抑制農(nóng)村資金外流的具體實(shí)踐，如美國的再投資制度、法國功能齊全的農(nóng)業(yè)信貸互助銀行、日本完善的農(nóng)業(yè)風(fēng)險(xiǎn)防范機(jī)制等，借鑒他們改善農(nóng)村金融供需矛盾、保證資金在農(nóng)村內(nèi)部循環(huán)的經(jīng)驗(yàn)，結(jié)合河北省實(shí)際情況，提出了建立與河北省農(nóng)村發(fā)展相適應(yīng)的金融支農(nóng)體系、完善農(nóng)村金融的外部環(huán)境、實(shí)施金融財(cái)政激勵(lì)政策等引導(dǎo)農(nóng)村資金回流的政策建議。
[Abstract]:As a big agricultural province, the issue of agriculture, rural areas and farmers has always been an important issue in the economic development of Hebei Province.At present, in the process of rural economic development in Hebei Province, the shortage of funds has become the bottleneck restricting its development.The most important reason is that rural funds flow out of rural areas through various channels, especially rural financial institutions have become the main channel of rural capital outflow, which seriously affects the sustainable development of rural economy.Therefore, it is necessary to solve the problem of rural financial capital outflow in Hebei Province.This paper focuses on the rural capital outflow from the perspective of rural financial institutions.First of all, by analyzing the data of deposit and loan of the main rural financial institutions in Hebei Province, it is found that the four commercial banks and the rural postal savings, as well as the rural credit cooperatives, which have been playing the main role in supporting agriculture, are not only the commercial banks, but also the rural postal savings.Both of them have become the "sucking and storing device" of rural funds, which seriously hinders the sustainable development of rural economy in Hebei Province.Then it analyzes the reasons of the rural capital outflow from the theory level, and thinks that the backward development of rural economy has poor attraction to the capital.The weakening of the supporting function of rural financial institutions and the imperfect external environment of rural finance are the main reasons for the outflow of rural financial funds in Hebei Province.Finally, the paper investigates and studies the specific practices of restraining the outflow of rural funds at home and abroad, such as the reinvestment system of the United States, the full-featured agricultural credit mutual bank in France, the perfect agricultural risk prevention mechanism in Japan, and so on.Based on their experience of improving the contradiction between supply and demand of rural finance and ensuring the circulation of funds in rural areas, and combining with the actual situation in Hebei Province, this paper puts forward the establishment of a financial support system suitable for the development of rural areas in Hebei Province and the improvement of the external environment of rural finance.Implementation of financial incentives and other policies to guide the return of rural capital policy recommendations.
