【摘要】：政府公共投資作為社會總投資的重要組成部分,是國民經(jīng)濟(jì)的重要推動力量,在國家的經(jīng)濟(jì)社會發(fā)展過程中扮演著極其關(guān)鍵的角色。其對彌補(bǔ)市場缺陷、調(diào)節(jié)經(jīng)濟(jì)運行以及實現(xiàn)政府宏觀調(diào)控等都有著重要的影響力,已越來越受到各國的重視。 2008年席卷而來的全球性的金融危機(jī)導(dǎo)致近年來歐美經(jīng)濟(jì)持續(xù)疲軟,以市場為導(dǎo)向的經(jīng)濟(jì)發(fā)展模式不斷受到人們的質(zhì)疑,而政府公共投資也逐漸成為扭轉(zhuǎn)這一局面的重要舉措。如何通過加強(qiáng)鐵路、公路、電力等基礎(chǔ)設(shè)施的建設(shè)發(fā)揮政府的作用,“撬動”民間投資,擴(kuò)大內(nèi)需,從而應(yīng)對嚴(yán)峻的經(jīng)濟(jì)危機(jī)已成為目前大家所關(guān)注的重點,也逐漸成為各國經(jīng)濟(jì)決策的重要內(nèi)容。與此同時,相對缺失市場競爭機(jī)制的政府公共投資項目是否能夠發(fā)揮其應(yīng)有的功效,這就牽涉到了政府投資效率的問題,也正是本文探討的重點。 由于浙江省是一個國內(nèi)經(jīng)濟(jì)發(fā)展大省且其民營經(jīng)濟(jì)發(fā)展迅速,近年來浙江省政府也始終重視利用政府公共投資的擴(kuò)張效應(yīng)來帶動經(jīng)濟(jì)的增長,所以本文以浙江省政府公共投資的實證研究為主軸來分析政府公共投資的效率問題具有較強(qiáng)的研究意義。文章主要分成三個部分：首先,對文中的重要的概念進(jìn)行界定,闡述了政府公共投資和政府公共投資效率的內(nèi)涵；界定了政府公共投資的范圍；列舉了影響政府公共投資的因素。然后,運用“柯布-道格拉斯”生產(chǎn)函數(shù)法對產(chǎn)出效率進(jìn)行實證分析,得出浙江省政府公共投資對經(jīng)濟(jì)增長存在著促進(jìn)作用的結(jié)論；運用時間序列協(xié)整方法對規(guī)模效率進(jìn)行實證分析,得出浙江省政府公共投資的實際規(guī)模小于最優(yōu)規(guī)模,仍有較大發(fā)展空間的結(jié)論；運用各個行業(yè)的投資占GDP的比重和GDP的增速的線性關(guān)系研究公共投資的結(jié)構(gòu)效率,得出浙江省應(yīng)加大電力、燃?xì)饧八纳a(chǎn)和供應(yīng)以及衛(wèi)生、社會保障和社會福利等方面的政府公共投資的結(jié)論。最后,結(jié)合前文所述的理論和實證分析找出浙江省政府公共投資存在的問題并針對問題給出了提高浙江省政府公共投資的對策與意見。
[Abstract]:As an important part of the total social investment, government public investment is an important driving force of the national economy and plays a crucial role in the national economic and social development process. Regulating economic operation and realizing government macro-control have important influence, and have been paid more and more attention by many countries. The global financial crisis that swept through in 2008 has led to continued economic weakness in Europe and the United States in recent years, and the market-oriented economic development model has been constantly questioned by people. And government public investment has gradually become an important measure to reverse this situation. How to "leverage" private investment and expand domestic demand by strengthening the construction of infrastructure such as railways, roads, electricity, etc. In order to cope with the severe economic crisis, it has become the focus of attention at present, and has gradually become an important part of the economic decision-making of various countries. At the same time, Whether the government public investment project which lacks the market competition mechanism can play its due effect or not involves the problem of government investment efficiency and is the focus of this paper. As Zhejiang Province is a large province with large domestic economic development and its private economy is developing rapidly, in recent years, Zhejiang Provincial Government has always attached importance to the use of the expansion effect of government public investment to promote economic growth. Therefore, this paper takes the empirical research of Zhejiang provincial government public investment as the main axis to analyze the efficiency of government public investment. The article is mainly divided into three parts: first, to define the important concepts in this paper. This paper expounds the connotation of the government public investment and the efficiency of the government public investment, defines the scope of the government public investment, enumerates the factors that affect the government public investment. By using the method of "Cobb-Douglas" production function, the paper makes an empirical analysis of the output efficiency, and draws the conclusion that the public investment of Zhejiang Provincial Government has a positive effect on economic growth, and uses the time series cointegration method to make an empirical analysis on the scale efficiency. It is concluded that the actual scale of public investment of Zhejiang provincial government is smaller than the optimal scale, and there is still great room for development, and the structural efficiency of public investment is studied by using the linear relationship between the proportion of investment in various industries and the growth rate of GDP. The conclusion that Zhejiang Province should increase the production and supply of electricity, gas and water, as well as government public investment in health, social security and social welfare, etc. Finally, Based on the theoretical and empirical analysis above, this paper finds out the problems existing in the public investment of Zhejiang provincial government and puts forward the countermeasures and suggestions to improve the public investment of Zhejiang provincial government.
