【摘要】：2013年11月,黨的十八屆三中全會(huì)勝利召開,會(huì)議公布了《中共中央關(guān)于全面深化改革若干重大問題的決定》。其中,深化金融改革是一個(gè)重要的議題。當(dāng)前,國內(nèi)經(jīng)濟(jì)金融環(huán)境日趨錯(cuò)綜復(fù)雜,機(jī)遇與挑戰(zhàn)并存。只有建立健全完善的金融市場(chǎng)體系,金融服務(wù)體系和金融監(jiān)管體系,才能使得社會(huì)資金和資源得到有效配置,才能有效規(guī)避經(jīng)濟(jì)金融風(fēng)險(xiǎn),才能促進(jìn)經(jīng)濟(jì)健康,快速和穩(wěn)定發(fā)展。因此,全面深化金融改革是正確的戰(zhàn)略選擇,是經(jīng)濟(jì)轉(zhuǎn)型時(shí)期明智的選擇。改革既要有堅(jiān)定地勇氣,又要注意妥善處理和協(xié)調(diào)發(fā)展各種經(jīng)濟(jì)關(guān)系。在漸進(jìn)化的改革實(shí)踐中,我國已經(jīng)探索出了一條具有中國特色的社會(huì)主義市場(chǎng)經(jīng)濟(jì)改革之路,積累了大量的改革經(jīng)驗(yàn),這將成為指引下一階段深化改革的重要保證。深化金融改革既要解決方向性和路徑性問題,也要解決基礎(chǔ)性和技術(shù)性問題。為此,2013年11月16日,由江西財(cái)經(jīng)大學(xué)金融學(xué)院,科研處和《銀行家》雜志社共同承辦的"深化中國金融改革高端論壇"在江西財(cái)經(jīng)大學(xué)舉行。論壇旨在總結(jié)中國金融改革的經(jīng)驗(yàn),發(fā)現(xiàn)未來金融改革的突破口,探索深化金融改革的方法和路徑。論壇由江西財(cái)經(jīng)大學(xué)金融學(xué)首席教授呂江林主持,江西財(cái)經(jīng)大學(xué)副校長蔣金法和本刊副主編歐明剛分別發(fā)表了致辭。中央財(cái)經(jīng)大學(xué)金融學(xué)院院長張禮卿教授,外交學(xué)院歐明剛教授,國家外管局國際收支司分析預(yù)測(cè)處處長溫建東,江西財(cái)經(jīng)大學(xué)金融學(xué)院院長汪洋教授,中國銀行總行戰(zhàn)略發(fā)展部主管、《國際金融研究》常務(wù)副主編溫彬,中國銀監(jiān)會(huì)銀行監(jiān)管一部業(yè)務(wù)綜合處處長張顯球等眾多專家學(xué)者出席論壇。與會(huì)人員積極發(fā)言,充分討論,時(shí)深化金融改革的各個(gè)方面進(jìn)行了理論結(jié)合實(shí)際的探討,并取得了許多實(shí)質(zhì)性的成果。本刊摘錄了部分專家學(xué)者的觀點(diǎn),編排以發(fā)言順序?yàn)榱?部分文字未經(jīng)發(fā)言人本人確認(rèn)。
[Abstract]:In November 2013, the third Plenary session of the 18th CPC Central Committee was successfully held, at which the decision of the CPC Central Committee on several important issues of comprehensively deepening reform was announced. Among them, deepening financial reform is an important topic. The domestic economic and financial environment is becoming increasingly complex, opportunities and challenges coexist. Only by establishing a sound financial market system, a financial service system and a financial supervision system can social funds and resources be effectively allocated. Only by effectively avoiding economic and financial risks can we promote the healthy, rapid and stable development of the economy. Therefore, deepening financial reform in an all-round way is the correct strategic choice and a wise choice in the period of economic transformation. We must also pay attention to properly handling and coordinating the development of various economic relations. In the course of the gradual evolution of reform, China has already explored a path of socialist market economic reform with Chinese characteristics and has accumulated a great deal of reform experience. This will become an important guarantee for guiding the next stage of deepening reform. Deepening financial reform will not only solve the problems of direction and path, but also basic and technical problems. To this end, on November 16, 2013, the School of Finance and Economics of Jiangxi University of Finance and Economics, The "High-level Forum on deepening China's Financial Reform", jointly sponsored by the Scientific Research Office and the Banker magazine, was held at Jiangxi University of Finance and Economics. The forum aimed at summing up the experience of China's financial reform and finding a breakthrough in future financial reform. The forum was chaired by Lu Jianglin, chief professor of finance at Jiangxi University of Finance and Economics. Jiang Jinfa, vice president of Jiangxi University of Finance and Economics, and ou Minggang, deputy editor of the journal, delivered speeches respectively. Professor Zhang Liqing, Dean of the School of Finance and Economics of the Central University of Finance and Economics, and Professor ou Minggang of the Institute of Foreign Affairs, Wen Jiandong, Director of the Analysis and forecasting Division of the Department of International payments and payments of the State Administration of Foreign Affairs; Professor Wang Yang, Dean of the School of Finance, Jiangxi University of Finance and Economics; Wen Bin, executive deputy editor of the Bank of China's General Office of Strategic Development and executive editor of International Financial Research; Many experts and scholars, such as Zhang Xianqiu, director of a comprehensive department of banking supervision and supervision of the China Banking Regulatory Commission, attended the forum. The participants spoke actively and discussed fully, while deepening various aspects of the financial reform were discussed theoretically and practically. And many substantial results have been achieved. The journal excerpted the views of some experts and scholars, arranged in the order of speeches, and some of the text was not confirmed by the spokesperson himself.
